Resilience Manager (Control Rooms)

An exciting opportunity to become a member of the Trust's Resilience Team in the role of Resilience Manager for the Clinical Coordination Centres has arisen. Working as part of a Team of Resilience Specialists you will be responsible for the Emergency Preparedness, Resilience planning for the Clinical Coordination Centres. You will work closely with the Business Continuity and Assurance manager, Control Room Teams and other departments to ensure that the control room staff are prepared to deal with Major, Critical and Business Continuity Incidents. You will ensure this by developing high quality training and exercising, Plans and Policies to ensure that our response meets our vision and values.

To lead and be directly responsible for the ongoing development of Resilience, training, and education for all staff in the Control rooms across SCAS

Develop the required learning outcomes for the training ensuring compliance with quality standards, both local and national.

Conduct training sessions in stressful and high-pressured situations.

Evaluate the training to assess the degree of learner satisfaction and impact, reviewing evaluations and making any required adjustments whilst ensuring neither learning outcomes nor content are compromised.

Ensure all CCC personnel are competent and up to date in all Resilience specific disciplines and accurate and robust records of training are maintained.

Maintain CAD competencies and continue to professionally develop within national and local guidelines to ensure the CCC’s deliver patient care to the professional standards as laid down by guidelines and other local protocols and procedures.

As required, work in conjunction with other emergency services in response to a major incident. 

To coordinate and attend exercises in line with the availability of multi- agency partners.

To provide Communications Tactical Advice to commanders and crews and once trained and competent join the NILO on Call rota

Support the Resilience & Specialist Operations Department in any activity deemed necessary by the Head of Resilience & Specialist Operations.

South Central Ambulance Service NHS Foundation Trust provides a range of emergency, urgent care and non-emergency healthcare services, along with commercial logistics services.

The Trust delivers most of these services to the populations of Berkshire, Buckinghamshire, Hampshire and Oxfordshire as well as non-emergency patient transport services in Sussex.

To provide specialist resilience support and knowledge within the CCC skill set. This includes, though not exhaustive due to continual development, Major, Critical and High Threat incidents.

To be able to deploy to any incident and provide Communications advice either remotely or on site via the Command Support Vehicles.

Operate specialist Command and Control Systems in line with trust policies and procedures.

 Access relevant databases (e.g. TOXBASE, CHEMNET, CRCE (PHE) etc.) to research and communicate to others regarding the symptoms, treatment, and decontamination procedures for an incident.

Apply the principles and practice of Dynamic Operational Risk Assessment to ensure that plans and actions are regularly updated according to the needs of the current situation.

Line manage RSO Officer and RSO Logistic Officers in line with Trust management policy and procedures, including appraisals, sickness-absence, conduct and capability in lieu of other Resilience Managers.

Review staff competency records to ensure compliance and address shortfalls accordingly.

Participate in the selection test procedures for staff wishing to develop into new roles where required.

Participate in the day-to-day management of Resilience operations ensuring compliance with Directorate and Trust policies.

Maintain confidentiality in line with Trust policy and ensure compliance with the GDPR and Caldicott principles.

When requested produce written reports for internal and external meetings/publications on a range of issues, as specified.

Maintain required personal standards of service delivery and core resilience skills and attend training events as required to deliver the expected level of service.

Actively supervise, support and work with other members of the Resilience department.

Assist in the ongoing evaluation of Resilience capabilities and effectiveness both locally and nationally.

Assist in the research and development of new equipment.

Analyse information from multiple sources to better understand the nature of an incident and plan scene management activities.

Ensure the accurate recording of information, including patient records and decision logs, relating to Resilience operations, in accordance with established procedures and share with other Managers and authorised staff as appropriate.

Knowledge

  • Knowledge of NHS applications such as Datix and third-party apps (Everbridge, Proclus)
  • Experience in leading and managing others
