An exciting opportunity has arisen for a Service Manager within Specialist Surgery this role is vital for the efficient running of Clinical Services. Here is a breakdown of the key responsibilities and attributes required for this position 

Management: Day-to-day operations of the Services, ensuring that it runs efficiently and effectively. Supervise and provide leadership to staff, ensuring that they are motivated, well-trained, and delivering their responsibilities effectively Quality & Performance: Lead in delivering key quality, performance, and financial plans, striving for continuous improvement and adherence to service objectives and standards Strategic Planning: Develop and implement strategic plans for the Clinical Directorate, contributing to the achievement of objectives and enhancing healthcare delivery in the local community Organisational Skills: The ability to effectively manage and prioritise tasks to ensure the smooth operation of Clinical Services Communication: Excellent communication skills as this role involves collaborating with various stakeholders and ensuring clear and effective communication throughout the Clinical Directorate Pressure Handling: Given the dynamic nature of healthcare, the Service Manager should be capable of working well under pressure, making informed decisions, and maintaining composure Teamwork: Being a key team player is crucial, as this role involves working across organisational boundaries and collaborating with a diverse group

Work closely with the DDM, DM, CD & Matron to develop a comprehensive and viable business plan for a services and the Directorate. Ensure that the business plan aligns with the overarching Directorate and Trust business plan, incorporating the demand for services from the Trust and staying updated with local and national healthcare trends 

Assist the DDM, DM in establishing clear performance targets for activities, finances, outcomes, and utilisation within the service. Continuously monitor performance against these targets, identifying variances promptly. Address discrepancies with strategic interventions to ensure effective service delivery and maintenance of high standards.

Provide strong leadership to staff within the service, fostering a positive and motivating work environment. Invest in staff development and training programs to enhance skills and keep the team updated with best practices.

Involve stakeholders in the development and enhancement of services, fostering a patient-centric approach. Foster a culture of openness within the Clinical Directorate, encouraging transparent communication among staff, patients, and stakeholders. Seek feedback from patients and staff, valuing their insights and using this information to improve services and standards of care. 

Build collaborative partnerships with other healthcare providers, community organizations, and relevant stakeholders to enhance the range and quality of services provided within the Clinical Directorate.

Specialist Surgery is one of the Directorates that makes up NOTSSCaN Division within Oxford University Hospitals NHS Foundation Trust covers four sites across the county.  

Specialist Surgery includes Ear Nose & Throat, Plastic Surgery, Oral & Maxillofacial Surgery, Vascular Surgery and Head & Neck Unit.

Achieve patient access standards and activity targets with the available resources. 

Monitor and take action to ensure that all quality, productivity and profitability targets are achieved. 

 Develop services in line with the Trust’s strategic direction.  

In line with Clinical Directorate and Trust strategy, develop best practice, service modernisation and improvement plan for the area, to enhance the patient experience and deliver value for money.  

 To be accountable for delegated budgets within designated clinical units and ensure the achievement of financial balance. 

Support the development and delivery of cost improvement programmes and manage expenditure within designated control levels.  

Prepare monthly activity and trend reports for designated Clinical Services to enable accurate forecasting of performance against key financial, service and quality targets and standards. 

 Assist the OSM in the preparation of business cases for all aspects of the Clinical Directorates activities. 

 Work directly with the Clinical Leads of designated Clinical Services regarding financial procedures and use a balance scorecard approach to provide monthly summaries of financial and activity performance for relevant meetings, highlighting areas of variance.   

In conjunction with the OSM, CD and HR Business Partner develop local workforce plans, employee engagement and workforce productivity plans to ensure delivery of the Trust’s Workforce Effectiveness Strategy, focusing on enhancing the commitment of staff and optimising workforce productivity and performance.  

Carry out regular reviews of incidents, complaints, risk assessments and other multidisciplinary audits within designated clinical units, ensuring that appropriate follow-up is taken to address and reduce risk and that learning is disseminated across the unit.
