Job overview

We are seeking an experienced individual with talent, expertise, and ambition in managing large-scale change in the NHS. We can offer the opportunity to work on innovative solutions that will transform scientific research and healthcare delivery. 

The successful candidate will work as part of the R&D Clinical Informatics team within Oxford University Hospitals NHS Foundation Trust (OUH) to manage major clinical informatics programmes locally and nationally. Leading on high-level programme management as part of the Thames Valley and Surrey (TVS) Secure Data Environment (SDE) Programme will be a key responsibility – the post holder will contribute to the design, delivery, and implementation of change across the region for this important national programme. 

The projects and programmes they deliver will have a significant impact on the success of this and other programmes. Working with colleagues in the University-Hospital partnership and across the region, they will have the satisfaction of seeing their work lead to impactful progress in the way clinical informatics is used in the NHS: improving patient care and supporting cutting-edge research.

Main duties of the job

The successful candidate will have strategic responsibility for the management of projects and programmes that contribute to the success and evolution of the TVS SDE. They must be skilled in the management of complex clinical informatics programmes, diverse stakeholder groups and interdisciplinary teams. They will be required to stay well informed of emerging policy, planning, cost and resource management, and work with information governance, legislative, research ethics, and regulatory (eg MHRA) frameworks.

Responsibilities include specific deliverables and planning, support, facilitation, monitoring and reporting progress both within the trust, the region and across the national programme, leading the TVS SDE programme through a programme management function. They will coordinate activity, act as a central point of contact for the programmes and the projects that sit underneath them, and lead on the planning, reporting and benefits realisation.

Detailed job description and main responsibilities

This is an exciting time to be joining the OUH R&D Clinical Informatics team as we build up our existing team to deliver the TVS SDE programme.  You will join a team of experienced and enthusiastic engineers, analysts, programme managers and subject matter experts within the team, and a wide network of peers within the network of SDEs around the country. You will have the opportunity to work with experts in the field, expand your knowledge through on the job and formal learning opportunities and share your knowledge across the network.

Qualifications/experience

Essential criteria
  • Educated to Masters-level degree in a relevant subject, or an equivalent level of postgraduate education, training or experience
  • Project/Programme management qualifications (eg PRINCE2, Agile, MSP, ITIL, BCS)
Desirable criteria
  • Extensive, relevant professional experience may be considered against the requirement for a degree in relevant discipline (the expectation of professional, technical competence is at least that associated with a degree level education in this subject)

Leadership

Essential criteria
  • Excellent understanding and experience of the health research and clinical informatics landscape
  • Demonstrable experience of working and leading in a technical environment, ideally within a clinical or healthcare setting
  • Good experience and understanding of programme and project management, including strategy, planning, benefits, risks and issues tracking, and monitoring / tweaking to ensure desirability, feasibility and achievability
  • Strong experience managing and delivering large technical projects locally, regionally, and nationally, ideally within the NHS
Desirable criteria
  • Knowledge of NHS datasets and standards
  • Understanding of infrastructure, software and data lifecycles with specialist knowledge acquired through relevant qualifications including waterfall and agile project methodologies
