An exciting opportunity has arisen within the Financial Management department of Powys Teaching Health Board who are seeking a Senior
Assistant Accountant for Financial Accounting & Governance

Main duties of the job

The aim of the role is to provide proactive financial support across the Health Board, advising on all aspects of financial management including.
• ensuring there is a robust financial governance control environment in operation within the Health Board.
• responsible for the review and monitoring of financial control procedures, including the provision of advice and support on aspects Financial
governance and controls including compliance with the Health Board Standing Financial Instructions and Standing Orders
• supporting the wider Financial Accounting Team, on areas such as the production of the Health Board annual accounts, monitoring of
outstanding creditors and debtors and the management of cash. The Postholder will also provide support and oversight on financial aspects of
the Health Board’s Charitable Fund.
• being the key link with NHS Wales Shared Services Purchase to Pay Team to assist in driving the Health Boards continuous modernisation
agenda in regards to procurement and financial business processes.
•To prepare and report to the Charitable Funds Committee the Charitable Funds annual accounts as defined by Charity Commission Guidelines and requirements.

•In pursuit of continuous improvement within the finance department the post holder will assist on developing and enhancing standard operating procedures within the corporate finance function, ensuring compliance and act in a supporting role to ensure system weaknesses are quickly addressed and resolved.

Detailed job description and main responsibilities

The post holder should have good communication skills as you will be liaising with the Directorate Budget Holders, including members of the
Executive Team, Department Heads of Service, and management on a regular basis. In addition, the role requires excellent analytical skills, and
is a great opportunity for someone looking to further their finance career, as well as gaining a wider understanding and experience of NHS
services.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome

Essential criteria
  • Previous experience of the NHS finance regime, with understanding of NHS infrastructure and financial management agenda
  • Experience of financial management / financial accounting in a complex organisation
  • Demonstrated ability to critically review, appraise, and amend business processes
  • Experience of communicating effectively and confidently both verbally and in writing and internally and externally on all areas of role
  • Extensive experience of using financial accounting & spreadsheet packages
  • Well-developed communication skills
  • Ability to explain complex financial processes and data to non-financial people
  • Experience in preparation of core working papers for annual and Charitable Funds accounts
