Job overview

The Independent Optometric Adviser will be professionally responsible for Wales General Ophthalmic Services (WGOS) delivered by GOC registered professionals across the Powys Teaching Health Board (PTHB) area.

Responsible for providing clinical leadership and advice across the Health Board.

Work collaboratively with the senior leadership team, other identified clinicians, and external stakeholders to implement the strategic vision and facilitate clinically led service transformation across hospital and primary care services. 

Providing clinical leadership, professional and strategic advice to the Health Board in the development of Optometry services, working closely with the Clinical Directors, Medical Directors, Associate Medical Directors and Clinical Leads and other identified clinicians within the Health Board to implement the strategic vision and facilitate clinically led service transformation across all patient pathways and services.

Leading development and implementation of All Wales policies relating to WGOS and contributing to wider corporate strategies and policies.

Main duties of the job

Professionally responsible for all General Optical Council registered staff 
employed and contracted with the Health Board.

Advise on the planning and commissioning of eye health services including 
delivery and future development.

Be the principal source of advice within the Health Board in respect of Optometry and required to operate independently, complying with Codes of Conduct and organisational policies and procedures. 

Advise on the priorities for investment in Eye health and Optometry services.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed job description and main responsibilities

Responsible for the operational and professional delivery and performance of Optometry services across the Health Board, ensuring that services are 
developed, responsive to need, and provided with dignity, respect and in a co productive approach. 

Exercising judgemental and autonomous decision making in line with the 
seniority of the post and the Health Board’s policies, scheme of delegation and standing financial instructions. 

Working independently interpreting national strategy, policy, and guidelines, taking, and making sound operational decisions.
Working collaboratively, always, with other leaders, managers, and stakeholders to consistently achieve high quality services and performance standards.

Work in partnership with service groups to provide robust professional advice to the Health Board on the opportunities for delivery and commissioning a range of enhanced services from Optometrists in Powys.

Providing visible and effective clinical leadership with responsibility and 
accountability for effective service delivery including the interface of Optometry services into secondary care.

Qualifications & Experience

Essential criteria
  • Evidence of advanced training in related clinical discipline at post graduate level
  • Registered with the General Optical Council
  • Evidence of up-to-date knowledge of the WGOS Regulatory Framework, General Ophthalmic Contract 2009 & recent clinical developments
  • Detailed knowledge and experience of Optometry contracting
  • Evidence of up to date Continuing Professional Development
  • Practising Optometrist registered with significant post registration experience
  • Experience of working at a senior level across primary and secondary care within the NHS
  • Experience of clinical leadership at a senior level across primary and secondary care within the NHS
  • Experience of the NHS transformation agenda
  • Significant experience in practice
  • Experience of having worked in different optical settings
  • Focus on delivering both safe, qualitative and effective services providing value for money
  • Maintain engagement when dealing with conflict
  • Experience of working relationships with both clinical and non-clinical colleagues
  • Compliant with Data Protection and Caldicott – adhere to total confidentiality at all times
  • Organise and prioritise when working under pressure
  • Experience and confidence in the use of IT applications – specifically Microsoft Office
  • Interpret complex legislation and technical specifications and apply as policy and/or service development
  • Excellent communication and influencing skills including negotiating and contracting
  • Excellent communication skills, both written and verbal to a wide range of audiences and in situations where there may be conflicting interests
  • Confidently present reports and information to Board/Committee meetings
