As part of the Senior Leadership Team for the Directorate, the post holder will lead the scoping, planning and coordination of the ICS Digital Strategy and related data, digital and technology teams across NHS Shropshire, Telford and Wrekin (NHS STW) Integrated Care System (ICS) and Integrated Care Board (ICB).

Support the Chief Medical Officer and work alongside other senior leaders, providing sound leadership in all aspects of digital strategy, operating model design and implementation planning to enable service transformation and benefits realisation improving the experience for patients and staff.  

Using their extensive & specialist knowledge, lead and develop the capabilities to deliver the short- and medium-term digital strategy priorities, implementing new service models and technologies that deliver efficiencies and improved health care while developing transformation capabilities required for the wider programme while ensuring the digital strategy, change portfolio remains aligned with the goals of the ICS.

Provide advice on digital strategy and design and how that relates to the evolution of the NHS STW 5 Year Joint Forward Plan; giving assurance to the Board that digital solutions are agile, fit for current and future purpose, safe and resilient and offers value for money.

Be part of the team setting direction and providing strategic leadership for digital strategy, planning and design, working closely with their peers, playing an active role supporting digital programmes as well as leveraging technology to support safe and high performing implementation of key digital designs and architecture.

NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money.

We are part of Shropshire Telford and Wrekin Integrated Care System. This means we work closely with our partner organisations across the county, such as the two local authorities, the 51 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services.

Working closely together, in a more joined-up way, means we can have closer links to our patients so we can develop more personalised local services which will improve the lives of our residents and reduce inequalities.

 Utilising their specialist skills in performance management of functions and services, modernise our existing function through the development and implementation of an aligned operating model that supports the delivery of our long-term strategy and manage/analyse key performance 
indicators/targets. 

Work collaboratively across all stakeholders in the system to ensure visibility and accountability across the digital portfolio. 

The postholder will be the budget holder for Digital, which includes several budgets within. They will be responsible for developing, agreeing and managing these budgets to fund and deliver the digital 
portfolio, and be responsible for budget setting across the wider digital directorate which is deemed a major area of activity. 

Understand, build and maintain the overall digital delivery roadmap, which includes data, digital and technology capabilities for the digital function operating model. 

Enable a culture of rapid delivery, using both agile and waterfall methodologies, as appropriate. 

Identify and leverage key suppliers to augment and add value or efficiency in delivery through smarter working practices. 

Challenge and improve ways of working to drive efficiency and support the overall objectives of the system 

Manage the risks, issues, assumptions and dependencies across the portfolio, ensuring that corrective action is taken where necessary, and that appropriate escalation and approval processes are in place and enforced. 

Bring patient and community focus to ensure all digital change considers digital capabilities, readiness and user experience from the outset. 

Enable achievement of exceptional levels of customer (digital service user) experience and service responsiveness, with a focus on purpose and the need to maximise service productivity and effectiveness 

Provide strong individual and professional leadership through change and support staff through a visionary, motivational and problem solving approach 

Be responsible for the creation of new teams within the wider digital directorate, This will include the recruitment of teams including posts such as programme directors, programme managers, project 
managers and the digital PMO function, and be responsible as the line manager for these teams. 

Using previous specialist knowledge & in-depth experiences along with successfully led work, be responsible for long term workforce, including succession and development, planning, such as objectives to support a continual technology retraining and skills refresh programme, to support the long term technical and knowledge objectives of the digital function and its strategy. 

Be solely responsible for the line management of the current teams that fall within the digital directorate. 

Accountable for successful change in culture and behaviours as required, motivating and developing staff and coordinating the education and training needs of the team in line with their objectives to create a positive and pro-active can-do attitude. 

Lead on aligning digital, R&D strategy, and innovation partnerships into programme delivery capturing evidence of benefits and value.

Analysing highly complex data and presents effectively to stakeholders to facilitate ICB & system wide decision-making, whilst ensuring the analysis links to strategic objectives in relation to the systems digital strategy. 

Instil an organisational culture that supports engagement in decision-making and a drive for continuous service change and improvement that is both agile and responsive to deliver high quality, safe services. 

Lead on a digital industry programme of partnerships.

  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
