Job overview

An exciting opportunity has arisen within NHS Shropshire, Telford & Wrekin ICB for a Fixed Term Management Accountant role.  You will be a qualified accountant, or have an equivalent level of experience working at a similar level in a specialised area, and have experience of leading and managing finance staff.

The postholder will report to a Finance Business Partner and will be responsible for the management accounts reporting function of specific categories within the organisation. 

The postholder will work closely with the Senior Management Accountant and support the monthly reporting processes and annual budget setting processes.

The postholder will ensure effective integration with the Financial Accounting and Planning teams to ensure that all financial matters are dealt with adequately and in accordance with ICB requirements.

The postholder will have autonomy and scope to develop working relationships with internal and external stakeholders to define the most effective way to support the ICB.

Main duties of the job

The postholder will plan and coordinate the production of accurate and reliable financial information and reports to the ICB Governing Body, Finance Committee and NHSE. They will:

  • Be responsible for the tight control and management of the ledger inputs and outputs and overall integrity of the supporting financial systems.
  • Lead on the production of the financial and management accounts to the prescribed timetable for their area.
  • Have their main focus on allocated budget areas and related financial reporting and forecasting. In addition, the post holder will be expected to provide support across other areas as required.
  • Produce reports to ICB committees and meetings in relation to the financial position.
  • Lead on the application of relevant policies and procedures in allocated areas of responsibility and promoting observance by other members of staff.
  • Assist with the production of the statutory annual accounts and liaises with other members of the Finance team to ensure detailed information is extracted from the ledger for inputting to the monthly financial performance returns, FOIs, NHS and Department of Health and NHSE returns.
  • In conjunction with the Finance Business Partners, ensure that information relating to contract and project performance is reported accurately in the ledger on a monthly/outturn basis
  • Build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Detailed job description and main responsibilities

Job Summary

The Management Accountant will be responsible for providing professional financial advice, expertise and support to the Finance Business Partners and the senior management of the ICB. In addition, the Management Accountant will be expected to advise colleagues on best practice and value for money within their own areas of responsibility and across Directorates.

The postholder will be responsible for ensuring efficient and effective use of ICB resources and overall delivery of the ICB financial position and targets.


The postholder will facilitate Departmental budget meetings on a monthly basis to advise budget
holders on their financial position and help with effective remedies to mitigate any risk of not meeting the ICB’s financial and operational targets.

The postholder will be required to work with other members of ICB staff and develop cohesive, key working relationships with other members of the multi-disciplinary team across the local health economy.

Person specification

Qualifications

Essential criteria
  • Educated to master’s level in relevant subject or equivalent level of experience of working at a similar level in specialist area
Desirable criteria
  • Demonstrated experience in a Healthcare environment

Competence

Essential criteria
  • Evidenced experience of Excel and other Microsoft Office tools
Desirable criteria
  • Experience of monitoring budgets and business planning processes
  • Understanding of the public sector

Management

Essential criteria
  • Experience of Staff Management

Communication

Essential criteria
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
