Fire Safety Manager

Band 8a

The Fire Safety Manager is the primary authority on all fire safety matters within the organisation, reporting directly to the Deputy Head of Estates. This role involves leading all aspects of fire safety, including the establishment and leadership of a comprehensive fire safety management system across the organisation.

 The post holder will be responsible for ensuring the organisation meets its statutory obligations with respect to fire safety, advising relevant Committees on the impact of new or amended legislation, and assessing the effectiveness of compliance. They will identify and lead initiatives in support of a comprehensive Fire Management System, including the development of supporting policies, protocols, and procedures for all Trust sites.

The Fire Safety Manager will also be responsible for developing strategies, guidance, and codes of practice to facilitate the effective implementation of the Fire Safety Policy. This includes conducting training, inspections, and audits against current fire legislation and practices across the Trust, as well as providing accurate fire risk assessments and action plans.

 The role requires the production of comprehensive reports for communication to all levels within the Trust, including Executive Committees and the Trust Board. These reports will cover compliance, technical investigations, incidents, and the analysis of complex fire safety issues.

MAIN DUTIES & RESPONSIBILITIES:

  • Responsible for compliance with all regulatory provisions regarding fire safety in all Trust-owned or operated properties.Be the Trust’s lead expert for fire safety.

Monitoring Compliance

  • Identify the Trust’s status regarding compliance with current fire legislation and guidance, escalate non-conformities and put in place/recommend corrective actions and forecast resources.

Fire Safety Management System

  • Lead the review and development of policy and procedural documentation within fire safety and emergency planning exercising activity.

Training

  • Develop and oversee the implementation of an effective fire safety training program, ensuring all wards, departments, and business units are familiar with the actions to take in the case of fire, and the actions required to prevent fires.

Reporting & Communication

  • Provide data and create specialist reports on a regular or ad-hoc basis to support the Department’s and the Trust’s needs such as Estates Returns Information Collection (ERIC), Premises Assurance Model (PAM), and other statutory and non-statutory data collection and freedom of information requests.

Incident Management

  • Manage specialist investigations of fire incidents, producing appropriate reports for the identified Board level Director with Fire Safety Responsibility

Capital Works

  • Acting as the informed client, ensuring technical and pragmatic advice related to fire safety is provided to support the capital program.
