Integrated Stroke Delivery Networks (ISDNs) are an integral part of the NHS Long Term Plan and National Stroke Programme and work to improve the quality of stroke care across the whole stroke pathway using a collaborative approach to service improvement and implementation of patient centred, evidence based transformational change.  

Information and data are key to identifying and prioritising areas that require focused support alongside a national requirement of all stroke care providers to submit data to the Sentinel Stroke National Audit Programme database. 

The Regional ISDN Information and Data Lead will work alongside three ISDNs in Humber & North Yorkshire, South Yorkshire and West Yorkshire to improve the collection, reporting and accuracy of data by providers and develop more effective monitoring of data associated with stroke care delivery to inform the changes required to improve outcomes.

 The role will work closely with all three ISDN Managers and the wider network teams under the supervision and leadership of the SY ISDN Manager. The post will involve regional cross-site working, home working with access to office space in each ISDN as needed     

 

Main duties of the job

 

 The Data Lead will work as a key member of the ISDN teams across the geographical footprint supporting effective data processing and stakeholder management, both internally and externally.  

The Data Lead will coordinate efforts within and across the ISDNs to ensure the reporting of accurate and reliable data, including chairing stakeholder meetings, identifying and ensuring specific actions are undertaken to improve current practice and reporting progress. They will be responsible for the development, facilitation and implementation of data related improvement activities and projects. 

The postholder will develop relationships with key stakeholders including those from provider, commissioning and third sector organisations, to facilitate and lead collaboration that supports a common approach to stroke care data optimisation across the ISDNs footprint. 

 The Data Lead will oversee day-to-day delivery of analytical products, from initial receipt and preparation of data through to analysis and interpretation of the data to support pathway transformation providing high quality information and analytical support to the ISDN teams.  

 The post holder will collect data from internal and external sources, design & provide information that is accurate and complete within agreed timescales and meet internal and external requirements. This could include activity, access targets, capacity management, governance, benchmarking and patient experience measurement. 

 

Working for our organisation

 

The role will be hosted by SY ISDN on behalf of Humber & North Yorkshire, South Yorkshire and West Yorkshire ISDNs.  SYISDN is hosted by Sheffield Teaching Hospitals NHS Foundation Trust. The SY ISDN is accountable to a Senior Responsible Officer, the ICB via the Acute Federation and the Regional Stroke Delivery Board.  

ISDNs bring key stakeholders together to facilitate a collaborative approach to service improvement of stroke services that is patient centred, evidenced based and focused on delivering transformational change. ISDN objectives include:  

  • Provision of robust clinical and programme leadership and support
  • Developing a strategic approach to improving local clinical pathways for stroke care in line with the national stroke service specification and other relevant guidelines/policies.  
  • Ensuring effective patient flows and care pathways  
  • Facilitating effective collaborative working between stroke stakeholders to ensure there is a whole pathway approach  
  • Identifying and managing cross-boundary and border issues and patient flows
  • Ensuring full engagement with the Sentinel Stroke National Audit Programme and monitoring performance of local services 
  • Horizon scanning 

Detailed job description and main responsibilities

 

This vacancy is advertised on a fixed term contract basis for a period of 12 months due to the post being externally funded. The fixed term contract status of the post holder will be reviewed in accordance with the Trust's legal obligations regarding fixed term contracts taking into consideration the ongoing source of the .external funding and the requirement for the post to be maintained.

Education and Qualifications

Essential criteria
  • Education to a Master’s degree level in a numerate discipline, or an equivalent level of knowledge and/or equivalent specialist experience, backed up by additional and continual professional development.
  • Evidence of continuing professional development.
Desirable criteria
  • Government Statistical Group Membership
  • Other qualifications relevant to the role: e.g. Project management qualification (Agile Practitioner, Prince II or APM
  • Evidence of leadership and management training and / or qualification

Experience

Essential criteria
  • Experience of working in the public sector/An understanding of the Health and Social Care system.
  • Experience of providing subject matter expertise and guidance to support in the development of clear, specific customer service requirements, managing scope changes to ensure successful project delivery.
  • Significant experience of leading on a range of projects, including the allocation of work to other staff, to deliver quality outcomes to deadline and identifying risks.
  • Experience developing processes and procedures to ensure the effective, efficient and robust collection of data.
  • Experience of overseeing analytical product delivery including the regular production of statistical products and publications using best of breed visualisation tools (e.g. Power BI)
  • Experience of working in and leading a multidisciplinary team using agile methodologies and develop technical staff.
  • Extensive and wide-ranging knowledge of health and care data sources, how to link them to generate meaningful insights, and the ability to identify solutions to close data and knowledge gaps, working closely with external stakeholders including partners and Commissioning Support Units.
  • Experience of analysing complex policies and guidance and turning them into tangible actions and outputs
  • Experience of change management, service improvement or practice improvement with demonstrated commitment to continuous quality improvement
