Job overview

Formed in March 2021 by the Staffordshire Police Fire and Crime Commissioner, the Staffordshire and Stoke-on-Trent Violence Reduction Alliance (VRA) is made up of representatives from across the public and private sectors, charities and community groups aiming to work together to strengthen the visibility, early identification, and partnership response to prevent violence and its associated harms.

Collectively we are working with local people and partners across health, the public sector, and the voluntary sector in innovative ways to improve health and wellbeing and reduce serious violence for all our communities. Our work is predicated on a public health approach to tackling violence, by working with a range of agencies to address the root causes. Our work specifically focuses on early intervention and prevention, with the aim to stop violence before it begins.

 The opportunity has arisen for an enthusiastic, innovative, and experienced programme lead to implement, develop, and embed the Violence Reduction Alliance (VRA) Strategy and programme of work across the Staffordshire and Stoke-on-Trent Integrated Care System, supporting the delivery of the priorities of the VRA and Integrated Care Partnership Strategies.

 This role represents an opportunity to help develop and deliver an ambitious programme and be a key partner in helping the ICS and the VRA achieve the best outcomes for children, families, and communities.

 

 

Main duties of the job

Work with the VRA Commissioning and Partnerships Manager and Head of Clinical Programmes to manage networks of senior NHS, public sector, and voluntary care sector colleagues across the VRA; to plan, deliver, evaluate programme impact relating to violence reduction, exploitation and safety. Support VRA partners to develop and deliver plans and share learning, monitor progress and performance. Provide strategic support, advice, leadership to build a sustainable commitment to developing, aligning workstreams for example, to youth exploitation, violence reduction and youth/young adult safety agenda. 

 Be responsible for supporting the commissioning of services, initiatives that aim to reduce serious violence and the harm caused. The ICS has a broad portfolio for prevention, safeguarding and the Strategy spans the whole lifecycle from preconception to ageing well including the intergenerational impact on health inequalities and prevention, contributing to our population living safe and healthy lives. 

Work with partners to improve pathways for vulnerable communities to ensure they are able to access support and will help to provide a compelling vision for the VRA and a broader supporting role in the ICS’ strategic ambitions. Provide oversight of their work to the appropriate programme Board/Group, working with leads across the VRA including the ICB, Police, Fire and Crime Commissioner and Staffordshire Police and will act as a champion and leader.

Working for our organisation

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location is Home based/hybrid working (most of posts).  Travel on occasions to a Hub location with at least 1 days notice.

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Detailed job description and main responsibilities

The Violence Reduction Alliance (VRA) Health Lead will be responsible for the delivery and development of objectives for this work stream, supporting projects and initiatives on behalf of the ICB and the VRA. The post will have a focus on embedding approaches to understanding and addressing prevention and safeguarding across the Staffordshire and Stoke-on-Trent ICS and VRA System.

The post holder will support the VRA Violence Commissioning and Partnerships Manager and the ICB on aspects of violence prevention and reduction (please see Job Description and Person Specification for full details).

Qualifications

Essential criteria
  • Post Graduate Diploma in Public Health or related field e.g., Health Promotion, or evidence of equivalent learning in public health or NMC supported / Specialist Community Public Health Nursing Degree
Desirable criteria
  • Masters in Public Health or equivalent
  • Relevant project management qualification for example PRINCE 2 Practitioner

Experience

Essential criteria
  • Delivery of successful change management programmes across organisational boundaries
  • Experience of using complex information to explain public health issues to a range of audiences
  • Excellent interpersonal skills and experience of collaborative working essential, with proven ability to communicate with colleagues at all levels across a wide range of organisations
  • Ability to efficiently prioritise own workload and the workload of others whilst working within very tight deadlines and with differing priorities
  • Ability to present complex information including analysis of data and statistics in a concise, accurate and understandable way to a range of audiences
Desirable criteria
  • Proven track record of leading effective change management programmes resulting in positive public health outcomes
  • Performance management, including monitoring of delivery to timescales

Skills

Essential criteria
  • Strategic thinker with proven leadership skills and operational nous
  • Able to demonstrate and motivate organisations to contribute to improving the public’s health and wellbeing through mainstream activities and within resources
  • Ability to lead and manage the response successfully in unplanned and unforeseen circumstances
  • Analytical skills able to utilize both qualitative (including health economics) and quantitative information
  • Ability to design, develop, interpret and implement strategies and policies

Knowledge

Essential criteria
  • In depth understanding of the health and care system and the relationships with both local national government
  • In depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluations and evidence based public health practice
  • Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health)
  • Understanding of public health approaches and risk and protective factors associated with violence.
  • Understanding of the political environment
  • Understanding of the public sector duty and the inequality duty and their application to public health practice
