Our digital team's clinical safety function, recently shortlisted as a finalist in the HSJ awards, is at the forefront of the Clinical Safety Data Co-ordination Board (DCB) standards in healthcare. We are seeking a dedicated and highly motivated Clinical Safety Officer to join our prestigious Digital Team within the Midlands Partnership Foundation Trust.

As a Clinical Safety Officer, you will play a crucial role in ensuring the highest standards of clinical risk management within our digital initiatives. Your keen eye and specialist training in clinical risk management will be vital in supporting our mission to deliver top-quality care to our patients. You will work closely with three Associate Chief Clinical Informatics Officers with expert knowledge in digital clinical safety and collaborate with other Clinical Safety Officers on various projects. You will also participate in our Clinical Safety Officer Forum to share learning and support.

Key Responsibilities:

·         Utilise clinical insight and expertise in clinical risk management to identify hazards and mitigations methodologically.

·         Manage clinical risk for digital clinical system deployments, upgrades, or decommissioning.

·         Produce comprehensive clinical safety case reports.

·         Collaborate with other Clinical Safety Officers and contribute to the Clinical Safety Officer Forum.

·         Uphold the highest standards of clinical risk management, ensuring compliance with DCB standards.

 

Requirements:

·         Must be a registered clinician.

·         Specialist training in clinical risk management.

·         Strong background in clinical safety within a healthcare setting.

·         Excellent analytical, interpersonal, and communication skills.

·         Ability to work independently and collaboratively within a dynamic team.

You will demonstrate a high level of expertise and has specialist knowledge within clinical safety governance providing advice, education and support to the digital team, clinical staff and other stakeholders on safe delivery and ongoing clinical safety assessments of clinical digital systems.

You will practice autonomously. This will encompass in-depth knowledge and a high level of understanding of risk management and quality assurance, ability to effectively communicate with all groups of staff, patients and other groups, interpret, analyse and present 
complex data and leadership to encourage a culture of continuous quality improvement.


Main duties and responsibilities

  • Provide clinical safety approval for new agreed deployments of digital solutions, upgrades 
    to existing systems and decommissioning of existing systems across the Trust
  • To have accountability with relevant internal and external stakeholders for digital clinical safety across the Trust
  • Collaborate with clinical and non-clinical staff in planning and implementing clinical safety standards and policies aligned to the Digital Strategy
  • Lead the development, manage and maintain the following in support of DCB 0160 compliance: 
    a. Clinical Risk Management records 
    b. A Clinical Management Strategy & Plan 
    c. Hazard Logs 
    d. Clinical Safety Case Report 
    e. Incident Logs
    f. To report outcomes and benefits realisation
  • To identify, and promote use of digital technologies as solutions to patient safety challenges
  •  Providing leadership to the Digital Clinical Safety agenda across the Trust, combining clinical expertise with understanding of the human factors associated with digital systems
  •  Managing and supporting the resolution of digital systems clinical risk or other related issues as they arise and where required to lead or contribute to the investigation of incidents including liaison with relevant national teams.

Systems and equipment

  • Capture a whole system understanding of all health and care systems and standards utilised across the ICS applicable to MPFT. Ensuring that these systems are aligned to existing care pathways to inform the “art of the possible” for future transformation of
    services.
  •  Provide organisational assurance regarding, and oversee the development of, test scenarios to ensure that new functionalities and redesigned processes deliver efficiencies and meet the expected business benefits and those ambitions of the digital strategy and
    digital transformation programmes and projects

Co-design and support operational business continuity plans updates across clinical and care services to ensure these are reflective of dependencies on digital systems and also reflect the latest technological developments that can be adopted in business continuity scenarios

Decisions and judgements

  • To ensure that the requirements of the Data Security Protection Tool Kit are embedded within systems design and standard operating procedures for each new system and existing system development
  • Analyses highly complex sets of results, IT issues and problems trends, service and supplier information, feedback and situations and makes decisive and informed decisions for the benefit of the IM&T department and the wider organisation as a whole. Identifies 
    when others with more specialist clinical and social care knowledge and procurement/contractual knowledge are required to inform and ensure the best decision is made.
  • Interpret national guidance and policy and make recommendations regarding the implications for MPFT and any action required.
  •  Collaborates with Research & Innovation colleagues to support digital transformation evaluations and benefits realisation appraisal and reporting. Ensuring that clear recommendations are made for future digital transformation areas and priorities based 
    upon these evaluations.
  • Work with appropriate clinical and care teams to ensure a cohesive approach to identifying and tracking clinical and financial benefits and significant input into the prioritisation of financial backing of future digital transformation investments.
  • To work with others on the development of relevant governance policies and procedures that will have an impact across the Trust.
  •  Provide digital clinical safety expertise to the work of identified project and change leads to manage local change effectively and to ensure appropriate support is in place for minimum disruption to ‘business as usual’.

Communication and relationships

  • Responsible for analysing and investigating complex and inter-linked digital and clinical issues in relation to digital clinical safety
  • Establish excellent relationships with the Chief Clinical Information Officer team and staff at all levels, external bodies and all stakeholders and will support the implementation of collaborative working through leadership, motivation and inspiration of others
  •  Carry an approach to leadership that is based on qualities such as openness and transparency, honesty and integrity, a genuine belief in common goals and an ability to build consensus
  •  Provide leadership and direction across situations where highly complex ideas or
    a. concepts related to digital clinical safety need to be conveyed and implemented
    b. across the Trust in easily understood language
  •  Use well developed persuasive, motivational, negotiating, influencing empathetic
    a. and / or reassurance skills especially when required to overcome significant barriers to acceptance, thus drawing on the highest level of interpersonal communication 
    skills.
  •  Produce and deliver formal comprehensive reports to relevant Boards and other
    a. meetings across the Trust
  •  Ensure sufficient collaboration and planning is undertaken for the building of the digital and data literacy of the ICS workforce. Working with regional Workforce and OD colleagues as well as local MPFT resources and IM&T Training Team resources to translate strategic
    upskilling objectives into tangible project delivery and training services
  • Support the patient voice by working with Trust leads to view digital clinical safety from a patient perspective. Taking time to establish the underlying needs of patients beyond those initially expressed.
  • Actively participate in regional or national information and technology studies, campaigns or projects that support the wider Trust Digital Strategy

Physical demands of the job

  • The post requires skills in presenting data in a variety of formats to different audiences.
  • Using Visual Display Unit (VDU) for several hours throughout each day.
  • Advanced keyboard skills into multiple Trust systems, ensuring data entry is both accurate and timely.
  •  Out of hours and weekend working for system go-lives where necessary in line with agreed clinical and care priorities

Most challenging/difficult parts of the job

  • Working at a system level with colleagues in newly forming ICS and PCNs, with new relationships and an embryonic governance and decision-making frameworks. This environment will require strategic decision making and systemic agreement in short
    timeframes to achieve the ICS ambitions.
  • Unpredictable work pattern – will need to manage a diversity of tasks and projects simultaneously. Be able to flexibly manage and prioritise conflicting needs and all elements of the role in light of new information/commands.
  • Attention to detail combined with the ability to think laterally and problem solve, work to deadlines, and prioritise own workloads.
  •  The role will require significant emotional and mental effort. Ensuring complex problem solving and performance issues are driven to a satisfactory resolution whilst ensuring no detrimental effects to long-term supplier relations.

Potential exposure to distressing conditions when reviewing services within live working environments (E.g., mental health/forensic wards)

Training and development

  • Participate in Digital Clinical Safety training as required
  •  Provide Digital Clinical Safety training and support as required to individuals within the Trust
  • Manage an on-going programme of activities to raise awareness within the Trust of digital clinical safety as appropriate
  • The post holder will take responsibility for their own professional development, identifying training and educational needs
  • Maintain clinical credibility and stay up to date with developments in clinical practice, this includes maintaining live registration through active clinical practice as agreed between post holder and line manager
  •  Ensure the deployment of ways of working enabled by new digital solutions are accompanied with appropriate and accessible training services
  • Take responsibility for own learning and development by recognising and taking advantage of all opportunities to learn, including full participation in KSF/appraisal, supervision, action 
    learning and by maintaining a professional/personal portfolio of learning.

  • Registered healthcare professional with current UK registration
  • CSO accredited qualification or willingness to undertake
  • Post registration experience at a senior level, demonstrating knowledge to Master’s level equivalent as outlined below, including specialist knowledge within clinical safety governance.
  • Evidence of recent and ongoing CPD/learning in relevant area
