If so, you might be the candidate we're seeking! An opportunity has arisen in our Service Development & PMO Team for Senior PMO Leads. The Team sits within the Strategic & Commercial Development Directorate, providing a specialist programme & project management function across MPFT.

We are looking for technical project or programme management specialists to support managers to effectively manage their projects & programmes within the Trust’s PMO framework, ensuring consistent governance, quality standards and processes.  Senior PMO Leads provide guidance, advice and support to enable the delivery of Trustwide programmes and projects to improve services and outcomes for our patients and staff.  Key elements of the role are to;

  • Provide effective project, programme and PMO support to clinical and corporate services to deliver projects across the Trust
  • Provide technical PMO support, advice and guidance for project, programme managers and owners
  • Provide a consistent approach to ensure that projects & programmes are managed within the project management framework and governance structures
  • Assurance reporting of the projects within their portfolio

Main duties of the job

  • Work with a wide range of Corporate and Care Groups and other senior managers across the Trust, providing effective PMO support to the projects and programmes within the Trust-wide project portfolio
  • Ensure that all projects are appropriately aligned to structures and advise on where new projects and programmes are best supported
  • Support a variety of portfolios/programmes to ensure adherence to project management framework
  • Work closely with Project and Programme Managers to ensure project documentation and information is captured within the Project Management System as part of project assurance and reporting
  • Support to resolve issues/problems that arise during the projects
  • Support project managers/project support officers on PMO systems and processes

Detailed job description and main responsibilities

  • To advise on and promote project management best practice methodologies including PRINCE2 with project and programme teams 
  • Advise and guide senior management of programme alignment and lead scoping of new programmes as required
  • Advise on project and programme role and responsibilities including appropriate use of these within PMO framework and suggested role-holders
  • Advise on where new projects and programmes are best supported within existing structures to project teams and programme steering groups
  • Ensure that all projects are appropriately aligned to existing structures with clear rationale and sponsorship/ownership before progressing into project initiation
  • Actively contribute towards the review and update of PMO systems and processes and communicate changes to appropriate stakeholders through a variety of methods including facilitated workshops, training sessions and presenting at relevant meetings
  • Suggests and makes changes to PMO policy, framework and processes as part of ongoing PDSA cycle and in response to lessons learned, best practice or organisational change
  • Advise project & programme managers and owners, and project support officers on PMO framework, processes and systems to ensure project standards are adhered to
  • Ensure project and programme managers, owners and teams have access to project management templates, tools and resources to ensure consistency of project documentation and capturing of key information
  • Support project managers with the prioritisation of projects, ensuring that they aligned to Strategic objectives/business planning
  • Assist project and programme managers and owners with the project lifecycle, including advising on project planning and change control, escalation of risk/issues, assurance reporting, project closure, lessons learned and post implementation review
  • Maintain a thorough understanding of projects within the PMO Project Management System to ensure an effective and informed first point of contact to project teams and key stakeholders
  • Provide strategic overview of all projects/programmes and interdependencies where they have portfolio responsibility
  • To support project and programme managers in developing and establishing project and programme governance 
  • Support project and programme managers in the development or the review of project/programme scope documentation
  • Support project and programme managers in the creation or review of project plans ensuring that high level milestones are clear
  • Support project/programme managers and teams to ensure that all aspects of project governance is in place and that all documentation is completed with timescales
  • Identify any themes arising from missing project information or projects experiencing issues and raise with PMO team/project teams as appropriate
  • Independently assure and challenge quality of project documents and project plans with project teams
  • To monitor and track project/programme delivery in order to ensure that proactive and timely actions are undertaken to support their delivery
  • As agreed with the project team, support the delivery of project plan actions as appropriate 
  • Record, monitor and report data on Trust projects and programmes against required PMO quality standards, highlighting potential issues to ensure standards and consistency of data is met
  • Create reports on project and programme status and progress for relevant committees liaising with PMO colleagues and project managers to provide the latest information 
  • Lead the creation of any bespoke reports required by programmes/Care Groups to support project reporting and decision-making
  • As part of the PMO team, identify interdependencies across projects/programmes and ensure this are reported, tracked and that projects/programmes are aware as appropriate  
  • As part of PMO team support tracking of deliverables and benefit realisation and advise on measurement methods and best practice requirements
  • Ensure that lessons learned from previous projects are effectively captured, reported and applied to future projects including leading lessons learned workshops
  • Support project and programme managers with decisions around project status reporting and escalation procedures 
  • Support and resolve issues that arise at programme and project level and escalate areas not resolved to the appropriate person/group
  • Support project and programme managers around the effective closure of projects/programmes ensuring that outstanding actions are clearly documented with identified handover plans
  • Advise project and programme managers around issue and risk management processes 
  • Guide project managers/teams on Project Management System use and advise on how to use the system to support effective project management
  • To deliver project workshops and meetings and training of project managers and project support officers on PMO processes and systems.
  • Represent the team at appropriate internal and external meetings and forums, including contributing to debate and discussions, ensuring that other team members are informed of key updates.

Qualifications & Training

Essential criteria
  • Degree level qualification appropriate to post or equivalent experience.
  • Project Management qualification (e.g. PRINCE2/MSP/Agile)
Desirable criteria
  • Quality Improvement training/qualification

Experience

Essential criteria
  • Experience in using a variety of project tools and techniques
  • Experience of supporting and contributing to the delivery of projects in either a project team or PMO capacity
  • Experience in the identification of project requirements, design, and evaluation of outputs
  • Experience of working within a project or programme environment
  • Proven experience in a Project Support or PMO role
Desirable criteria
  • Experience of working within a PMO function
  • Experience of working Microsoft Project
