The Organisational Development (OD) Consultant role is core to the design and delivery of organisational development for Primary Care Networks and Primary Care within Staffordshire and Stoke on Trent ICS. The role holder will provide professional and high quality organisational development and design that enables highly performing teams within PCN’s as well as contributing to Primary Care and ICS development, delivering in a diverse and inclusive culture.

The role holder will be required to work with PCN leadership teams to assess OD need, co design strategies as well as deliver appropriate interventions.  You will be conversant in employee-led service improvement and culture change activity, working with a range of stakeholders from health, social care and voluntary sectors.

Main duties of the job

·       Provide a framework that ensures all aspects of PCN development can be considered and aligned:  set up, strategy, culture, ways of working, skills, and staffing all brought together by having a common purpose and shared values.

·       Supporting the PCN clinical Directors and (where applicable) their boards in bringing PCN staff together around a shared vision or purpose, supporting effective collaboration, building capacity and capability that enables new ways of working, and delivery of specific service improvements for local people.

·       Recognise the importance of collaboration across a ‘patient-focused’ or ‘person-focused’ whole system of care rather than care within single organisations.

·       Address the need for collaboration across NHS organisations, local government departments, private and third sector organisations and local communities to find new and different ways of working together to build a health and care system.

·       Design, develop and deliver the programmes of work required for the PCN ensuring that the organisation has the leadership capability and capacity to deliver its strategic objectives.

·       To lead on the continued development and implementation of OD with key interventions associated with this; coaching, mentoring, 360 degree feedback, psychometric assessment, appraisals and education.

·       To support, develop and facilitate development events with teams.

·       To provide an outstanding organisational development service and specialist professional advice to the PCN.

·       To develop strong capable leadership and an engaged workforce for the PCN in line with the NHS Values, leadership focus and Well Led Governance commitment.

·       To support the development of organisational development in Primary Care for SSOT and more widely into the ICS where this supports Primary Care objectives.

Detailed job description and main responsibilities

·       More sustainable and satisfying roles for staff, and development of multi-professional teams;

             reducing pressure on GPs by drawing on the skills of the wider team where these are the best fit,    

             and enabling a more balanced workload.

 

·       Build on from what people know about their communities and their wider population, understanding and building on existing neighbourhood working and community assets.

 

·       Reflect the priorities of local people, including for example better urgent care access and digital services.

 

·       Seek and act on opportunities to support clinical staff to provide more proactive, coordinated care and improved outcomes for patients and the wider population, better health and reductions in health inequalities.

 

·       Promote and support people to care for themselves wherever appropriate.

 

·       Using appropriate OD interventions, put in place joined up NHS care (for both physical and mental health) across primary care and other providers of NHS community care, and remove the historic separation of these parts of the NHS.

 

·       Improve the link between primary care networks and secondary care/place-based care as well social care and the voluntary and community sector, with more clinically-appropriate secondary care in primary care settings.

 

·       The post-holder will engage with Primary Care, Primary Care Network teams, ICB leads and staff, Directors, Associate Directors, GP’s, Service Managers and other OD Consultants, in order to shape, develop and deliver consistency with PCN objectives across Staffordshire and Stoke on Trent.

 

·       Build effective, positive and collaborative working relationships across the PCN’s with clinicians, managers and staff to embed and promote staff engagement, organisational development and an educational culture.

 

·       Provide leadership, direction, support and coach the PCN leadership teams to develop and enact the strategy for the PCN.

 

·       Work with leaders, managers and staff across the PCN to operationalise the strategy and framework, ensuring that the changing leadership, organisational development and engagement needs are responded to in a timely and culturally appropriate way.

 

·       To conduct organisational assessments using appropriate tools such NHSE PCN Maturity Matrix to identify areas that could improve performance, culture and people.  Design, deliver, monitor and measure the impact of all intervention utilising appropriate tools

 

·       Help PCN’s to plan and discharge resources more effectively to support their board development, with primary care providers involved in decisions about how resources are used.

 

·       Ensure that interventions are appropriately prioritised, resourced and assigned to meet the PCN needs. This includes effective delivery and evaluation to measure return on investment and impact.

 

·       Deliver on team level interventions and personal development programmes to support the PCN to transform its culture and facilitate teams to enhance their effectiveness and meet their vision and aims.

 

·       Behaviours and leadership styles are critical. Your development support will need to focus on building open, honest and collaborative relationships, and helping Clinical Directors achieve results through energetic and inclusive leadership.

 

·       Drive and role model a high performance culture across the PCN where leadership solutions enable performance and enhance capability and capacity of all staff.

 

·     Act as a subject matter expert on issues relating to leadership and team development, including actively keeping abreast of latest thinking, innovation and research and identifying how that could add value to the vision and objectives.

 

·     Represent OD for the PCN at internal and external meetings and events as required.

 

·     Demonstrate a measurable impact on behavioural change, workforce performance metrics and help to create a positive, compassionate and empowered culture.

 

·     Manage your OD functions as part of the PCN and Primary Care Services. For example undertake activity reporting in line with operational reporting cycles. Contribute to the development of the OD strategic aims for Primary Care and some wider system pieces of work.

 

·     Influence other senior leaders in the health economy and be the expert for the delivery of OD within the PCN.
