Job overview

This is a 2-year fixed term position in a small innovative team providing a library service to approximately 5000 staff in acute, community and partnership organisations. The post will provide a career development opportunity with a broad base of tasks and responsibilities.

The Senior Librarian is responsible for supporting the Library Services Manager in the delivery of Knowledge and Library Services (KLS) in support of evidence-based practice and knowledge management within West Suffolk NHS FT and partner organisations agreed. The post holder will work with the LSM and other colleagues to ensure that the library team meets the requirements of key stakeholders at WSFT. Key focus areas of this role will be to assist with the completion of NHS England’s (NHSE) Quality and Improvement Outcomes Framework (QIOF), enhancement of the library service, and development of the library team.

Main duties of the job

Key Tasks & Responsibilities:

To assist the Library Services Manager (LSM) in the effective and efficient management of a high quality library and information service for all healthcare employees in the West Suffolk NHS Foundation Trust and our stakeholder organisations, deputising for the LSM when necessary.

To use expert knowledge of online database searching to proactively provide comprehensive literature searches and evidence syntheses and summaries for members of staff both clinical and non-clinical

To play a key role in marketing and promotion of library services including development of the library website and online services for mobile devices and forging useful networks with trust, community and regional staff.

To deliver and help develop a comprehensive programme of staff training on behalf of the organisation. To support the wider Organisational Development and Learning and Development teams with evidence searches and identifying appropriate resources.

To play a key role in the preparation for and assessment of library services against the Library Quality Improvement Outcomes Framework (QIOF) for NHS funded library services in England and assist the LSM in the preparation of key strategic documents, including the Library Strategy, the Action Plan, the Marketing Strategy and the Annual Report.

To deputise for the LSM when necessary, including attendance at meetings, delivering training, and line managing the Senior Library Assistants.

STAFF CAR PARKING

Staff Car Parking on the West Suffolk Hospital Site is eligible for individuals working outside of the core hours, 07:00 – 18:30. 

For individuals working within the core hours, the Trust offers parking off site at the Bury St Edmunds Rugby Club, which is serviced by a regular shuttle bus to and from the Hospital.  Details of the bus timetable can be found in the on-line starter pack on the West Suffolk Hospital website.

This parking restriction does not apply if an individual is required to work on a weekend or if they are required to complete “on call” duties within their role.

Education and qualifications

Essential criteria
  • Educated to degree level or equivalent experience
  • Evidence of continuing personal development
  • MCLIP certification, or within 6 months of achieving it
  • Membership of CILIP (Chartered Institute of Library and Information Professionals)
Desirable criteria
  • Qualification in library and information studies

Experience and knowledge

Essential criteria
  • At least one year’s experience in a healthcare library since the 2012 reforms under the Health and Social Care Act
  • Experience of supervising library assistants and having daily responsibility for enquiry services
  • Experience of planning and designing training programmes and materials
  • Experience of teaching/facilitating training
  • Experience of information searching skills, analysing complex subjects and applying Boolean logic
  • Experience of using electronic information sources including specialised databases and the internet
  • Experience of marketing and promotion services
  • Experience of library management systems, preferably Koha, including setting up, scheduling and running reports
Desirable criteria
  • Experience of designing and producing promotional material
  • Experience of web page design and content
  • Teaching qualification
  • Ability to write reports

  • Ability to supervise junior staff and to manage distribution and supervision of work
  • Ability to deputise for the LSM in line management duties when necessary
