As we embark on ambitious projects like our Community Diagnostic Centres and the New Hospital Programme for Frimley Park, your expertise will be instrumental in ensuring we have the skilled workforce needed to meet tomorrow's healthcare challenges head-on.

In this key role, you'll lead the development of strategic workforce plans that align with our Trust's vision, national initiatives, and service innovations. You'll be the linchpin between analysis, strategy, and execution, driving complex workforce planning, transformation, and organisational design for major projects and ensuring alignment with our strategic goals.

Main duties of the job

As the Head of Workforce Transformation, you'll lead our approach to workforce planning. Your strategic acumen and ability to collaborate with others will guide the development and implementation of workforce transformation and planning strategies, ensuring our organisation boasts a skilled workforce at every level. Your role involves crafting plans for short-term operational needs, medium-term tactical adjustments, and long-term strategic transformations.

Your role will involve:

  • Leading complex workforce planning and transformation for major projects, aligning with strategic goals.
  • Providing expert input to the development of workforce plans and strategies to underpin the business cases that support the New Hospital Programme and other major programmes. 
  • Leading the team providing workforce support to our New Hospital Programme, developing and delivering on all aspects of the project relating to our people, and working closely across our existing people directorate teams. 
  • Develop strong working relationships and providing expert workforce and HR advice to impact decisions, support initiatives, clarify accountability, and communicate progress across project workstreams. 
  • Harnessing best practice and innovative thinking to address future healthcare needs through workforce planning and transformation.
  • Developing workforce planning capacity and capability of HR colleagues and senior managers

Detailed job description and main responsibilities

  • Lead the Trust’s approach to strategic workforce planning, ensuring effective and high-quality support is provided to senior colleagues across the people directorate to support the annual business planning process. 
  • Support the development and implementation of a workforce planning strategy, in line with the annual business planning process, to ensure that the organisation has an appropriately skilled and experienced workforce at all levels
  • Lead on development of complex and multifaceted workforce planning submissions for Strategic Outline Cases, Outline Business Cases, and Full Business Cases for significant workforce and service transformation projects (such as the New Hospital Programme), working to programme timeframes, and representing the workforce planning function on strategic delivery groups.
  • Oversee workforce modelling for service redesign work and ensure that workforce plans align to the strategic aims and direction of the Trust and its people, finance, and operational service delivery strategies, as well as local and national drivers for change.
  • Work collaboratively with key stakeholders (HR, finance, education, service managers and external organisations) as part of the workforce planning process; working with HR Business Partners to support managers with modelling the current and future workforce; and providing training for managers on the workforce planning process.
  • Recognise where traditional workforce planning methodologies and professional education approaches may not address the significant challenges facing future health care, and so incorporate best practice thinking on workforce planning and needs-based, interprofessional workforce planning.
  • Work closely with the Head of People Digital & Analytics to ensure the Trust has access to high quality workforce data and reporting to support workforce planning, monitoring and development of services.
  • Develop the capacity and capability of HR colleagues and senior managers to access and use information to inform workforce planning and transformation, including modelling techniques and tools, providing internal consultancy support and best practice, and developing and providing training as required.
  • Responsible for all aspects of line management for direct reports within the workforce planning function, and manage multidisciplinary programme and project teams, operating in a matrix management structure requiring autonomy of decision making through collaboration with multiple stakeholders.
  • Accountable for all aspects of workforce planning and will be the Trust’s representative at local and regional workforce-related project meetings and attend relevant groups to develop, communicate and implement workforce plans.

Qualifications

Essential criteria
  • Masters degree or equivalent level of experience and academic standard in an HR related subject
  • CIPD qualified/accredited or equivalent level of experience
  • PRINCE2 / MSP or equivalent project / programme management qualification
  • Evidence of post qualifying and continuing professional development
Desirable criteria
  • Healthcare Leadership qualification
  • Strategic Workforce Planning qualification
  • Lean training/experience

Experience

Essential criteria
  • Experience of working at a senior level within a workforce, training, or education function within a complex organisation
  • Management experience, including managing project / matrix teams
  • Experience of workforce planning processes and modelling techniques
  • Experience of involvement in designing and delivering workforce transformation
  • Experience of capturing, analysing and documenting business requirements
  • Experience in the production of complex statistical and narrative reports, and the ability to write reports and briefings at Board level standard
Desirable criteria
  • Experience of working with external networks
  • Budgetary management experience

  • Highly developed specialist knowledge of workforce planning and its practical application across a variety of settings
