This role is initially offered on a fixed-term basis until March 2026, due to short-term project funding.

Main duties of the job

As a Workforce Planning & Transformation Manager, you will lead the development and implementation of strategic workforce plans, ensuring that we have the right people, with the right skills, in the right place at the right time. 

This role offers the unique opportunity to be at the forefront of major transformation programmes, including the opening of a Community Diagnostic Centre (CDC) in Slough, a new diagnostic & inpatient unit at Frimley Park Hospital, and supporting our New Hospital Programme and its associated workforce transformation initiatives across the organisation.

You will work closely with stakeholders to deliver on all aspects of workforce planning, transformation and change relating to our people for these initiatives, working proactively across the project, to support the timely delivery of all workforce aspects of the projects. 

You will provide capacity and capability for the organisation to support the delivery of the Long Term Workforce Plan working across the organisation to embrace new ways of working and develop new roles for the future.

Detailed job description and main responsibilities

  • Strategic Workforce Planning: Develop and implement comprehensive workforce plans that align with the Trust's strategic objectives.
  • Workforce Transformation: Lead initiatives to transform the workforce, ensuring alignment with the programme’s goals and enhancing efficiency and effectiveness, ensuring programme deliverables and benefits are achieved. 
  • Organisational Development: Develop and implement organisational development and design strategies to support the evolving needs of the workforce within the programme.
  • Project Management: Manage workforce workstream activities, ensuring they are delivered on time, within scope, and within budget.
  • Stakeholder Engagement: Collaborate with service managers, clinical leads, HR colleagues, and other key stakeholders to understand workforce requirements and drive transformation initiatives.
  • Data Analysis and Reporting: Conduct detailed workforce data analysis and provide regular reports to senior management, identifying trends, risks, and opportunities.
  • Innovation: Champion innovative workforce solutions and strategies to support the trust's long-term goals.
  • Staff Development: Mentor and support colleagues, fostering a culture of continuous improvement and professional development.

Your week will be balanced between collaborating in person with people across our different Trust locations and the flexibility to work remotely (2-3 days per week). You will therefore need the ability to travel between sites. We are also happy to talk about different flexible working options for this role, including part-time hours.

Qualifications

Essential criteria
  • Masters degree or equivalent level of experience and academic standard in an HR, OD or transformation related subject
  • CIPD qualified/accredited or equivalent level of experience (Level 7 / MCIPD)
  • Evidence of post qualifying and continuing professional development
Desirable criteria
  • Strategic Workforce Planning qualification
  • Healthcare Leadership qualification
  • PRINCE2 or equivalent project management qualification
  • Lean training / experience (i.e. Six Sigma)

Experience

Essential criteria
  • Experience of working within an HR, function within a complex organisation
  • Experience of workforce planning processes and modelling techniques
  • Experience of involvement in designing and delivering workforce transformation
  • Experience of project management
  • Line management experience, including project / matrix teams
Desirable criteria
  • Experience of working within an NHS organisation
  • Experience of working within a unionised environment

Skills & Knowledge

Essential criteria
  • Specialist knowledge of workforce planning and its practical application across a variety of settings
  • Knowledge and understanding of complex workforce modelling and forecasting trends and frameworks
  • Understanding of principles, methods, techniques and tools for effective project management and risk management
Desirable criteria
  • Understanding of clinical settings and operational practices and pressures
  • Knowledge of workforce planning issues in a complex environment
