Safeguarding Support Midwife

The post holder will support the named professionals in ensuring that ASPH statutory duties and responsibilities to safeguard children, young people and adults at risk are discharged effectively.

The post holder will act as a professional resource to practitioners within the Trust, providing expert advice, guidance and support.

The post holder will be proactive in the delivery of mandatory safeguarding training in accordance with requirements laid out in the intercollegiate document (roles and competencies for healthcare staff) and the Trust’s safeguarding training strategy.

·       Actively support the implementation of the Surrey Safeguarding Children Partnership and Safeguarding Adult Board policies and procedures as required to support the safeguarding midwifery functions of the Trust.

·       Contribute to planned reviews of the Trust’s safeguarding policies and procedures.

·       Provide support to staff and safeguarding supervision to practitioners who are case managing or actively involved in maternity cases of actual and suspected abuse.

·       Be actively involved in the delivery of mandatory safeguarding training in line with the Trust Safeguarding Training Strategy.

·       Coordinate evaluations of training delivered and facilitate audit activity to demonstrate the impact of training on frontline practice and outcomes for children and adults involved in midwifery safeguarding processes.

·       Promote the work of the relevant Surrey Multi-Agency Safeguarding Forums and represent the Trust on relevant sub committees and work streams as delegated.

·       Contribute to the multi-agency approach to the management of sudden unexpected death in childhood with particular focus on the death of babies under 28 days of age.

·       Assist the named professionals and Trust legal team in ensuring that practitioners required to provide statements for legal purposes or attend court have an appropriate level of support.

·       Contribute to the maintenance of effective operational links with other statutory and independent agencies.

1.    MAIN DUTIES AND RESPONSIBILITIES OF THE POST:

General responsibilities

·       Contribute to planned reviews of the Trust’s safeguarding policies and procedures.

·       Provide support to staff and safeguarding supervision to practitioners who are case managing or actively involved in maternity cases of actual and suspected abuse.

·       Be actively involved in the delivery of mandatory safeguarding training in line with the Trust Safeguarding Training Strategy.

·       Coordinate evaluations of training delivered and facilitate audit activity to demonstrate the impact of training on frontline practice and outcomes for children and adults involved in midwifery safeguarding processes.

·       Promote the work of the relevant Surrey Multi-Agency Safeguarding Forums and represent the Trust on relevant sub committees and work streams as delegated.

·       Contribute to the multi-agency approach to the management of sudden unexpected death in childhood with particular focus on the death of babies under 28 days of age.

·       Assist the named professionals and Trust legal team in ensuring that practitioners required to provide statements for legal purposes or attend court have an appropriate level of support.

·       Contribute to the maintenance of effective operational links with other statutory and independent agencies.

·       Participate in providing a level of support to practitioners working with pregnant women in undertaking risk assessments in relation to the needs of the unborn baby and/or other dependent children.

·       Participate in audit activities relating specifically to safeguarding within maternity services in order to promote the continued development of the safeguarding midwifery service within the Trust. The postholder will be expected to lead on at least one audit per year to provide assurance in relation to their specialist area.

·       The post holder will actively contribute to established links with local, regional and national networks in order to ensure that safeguarding midwifery activities undertaken by the Trust is informed by agreed best practice and that local procedures form part of a wider coordinated network.

·       To deputise for the named midwife as necessary.

·       Responsible for supporting and providing safeguarding supervision to the vulnerable women’s community team delivering care to high risk women at HMP Bronzefield.

·       The postholder will be responsible for initial management of cases requiring safeguarding input, as identified through supervision, in HMP Bronzefield. They will be responsible for recognising cases requiring escalation and will work with the named midwife and high risk Consultant obstetrician to develop individualised care plans to support delivery of care where significant safeguarding concerns are identified.

·       Provide support to the safeguarding midwifery administrator.

·       The postholder will have freedom to act within the boundaries of this job description and will be expected to adhere to Trust and safeguarding board/partnership policies and procedures when undertaking their role to ensure compliance.

·       The postholder will ensure that their own safeguarding activities relating to protection of babies is compliant with the Children & Families Act and safeguarding applied to adults is both patient centred and lawfully undertaken in line with both the Care Act and the Mental Capacity Act.

 

Information and reporting

·       Contribute to Child Safeguarding Practice Reviews and other relevant reviews such as Domestic Homicide Reviews or Safeguarding Adult Reviews by supporting named professionals in the compilation of Trust reports.

·       Provide specialist safeguarding support to practitioners required to provide health reports for safeguarding or legal cases (i.e. case conferences, care proceedings etc.) ensuring those reports are of a consistently high standard.

·       To assist in the production of a variety of correspondence such as reports, presentations, spreadsheets to a high standard.

·       To arrange and attend meetings relating to areas outlined within this job description ensuring Trust representation at an appropriate level.

·       Ensure compliance with trust policies, procedures and guidelines, taking the appropriate action if there are any concerns in relation to poor practice.

 

 

 

Clinical or technical

·       Attend relevant multi-agency training events in order to promote their own professional development and expert knowledge.

·       Ensure own participation in safeguarding supervision.

·       Maintain own professional registration in accordance with professional body guidelines.

·       Responsible for overseeing and quality assuring any data shared with the Multi agency risk assessment conferences (MARAC) including the uploading of relevant information onto evolve.

·       Responsible for the scrutiny and initial assessment of sensitive information received from MARAC, liaising with children’s and adult safeguarding teams as required.

·       To be a proficient user of the electronic systems used within the trust such as: PAS, Patient Centre, Dictate, Microsoft word, Xcel, evolve and badgernet and to maintain alerts on the Trust systems as needed. (CP-IS, FGM-IS)

·       Participate in the planning and delivery of the mandatory training programme in relation to safeguarding pregnant women and babies.

·       Support the named professionals in ensuring that lessons from local and national safeguarding reviews are disseminated and fully integrated into safeguarding training.

 

·       Communications and Engagement

·       Be proactive in the implementation of the Trust’s training strategy for safeguarding  training and ensure accurate training records of all participants are shared with learning and development.

·       Raise awareness of the opportunities available in relation to safeguarding training and where required, lead on the development and delivery of bespoke sessions to provide specialist education to other staff and students.

·       Participate in the delivery of multi-agency training where relevant.

·       Maintain or develop effective communication links within the Trust and with other agencies to ensure compliance with relevant local safeguarding policies and procedures.

·       Be responsible for the delivery and receipt of complex and sensitive information relating to plans around women and their babies; effectively communicating this to teams ensuring information is clearly understood enabling care to be delivered effectively and safely.

·       Develop relationships with non-clinical staff to ensure that liaison in relation to safeguarding is consistent throughout the Trust.

·       Provide expert support and advice to practitioners employed by the Trust; demonstrating an extended knowledge of safeguarding, including understanding and implementation of policy and procedures in relation to safeguarding generally, but specifically those regarding pregnant women and babies.
