        To support this ambitious agenda, the Surrey and Sussex Cancer Alliance, (covering 3.2 million people), has successfully secured significant national transformation funding with which to review, redesign and improve clinical services with a focus on earlier cancer stage diagnosis, shorter waiting times and continuous improvements in holistic and equitable patient care.

        As a Programme Manager, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the Surrey and Sussex region.

Main duties of the job

        The Programme Manager will lead a range of initiatives that will improve and transform the experience and outcomes for cancer patients across Surrey and Sussex. 

        The Programme Manager will work with system leaders from across all healthcare sectors to drive forward evidenced based and clinically led improvements and embed best practice within patient pathways. This role will work to identify issues and devise solutions across all stages of the patient pathway through primary care, diagnostics, treatment and post treatment.

        Crucially, the post holder will work responsively and flexibly, both at Trust level and at Cancer Alliance level, to ensure improvements can be delivered at pace within a complex stakeholder environment.

        The Programme Manager will have expertise in programme delivery and will come together with other managers and senior leaders to provide expert guidance and direct support (through coaching, recommendations, facilitation and advice) in the delivery of NHS Cancer Standards.

Detailed job description and main responsibilities

Surrey & Sussex Cancer Alliance

This is an exciting opportunity to join an innovative and dynamic team responsible for cancer diagnostic services across Surrey and Sussex. The Surrey and Sussex Cancer Alliance is a partnership that brings together leaders from different hospital trusts and other health and social organisation and covers a population of approx. 3.6 million people.  Our aim is to improve the diagnosis and treatment and care outcomes for cancer patients in Surrey and Sussex. 

We are looking for a highly motivated and experienced individual to lead on the operational delivery of the Surrey and Sussex Targeted Lung Health Check (TLHC) Programme. Working within the alliance TLHC team, you will oversee day to day delivery of the programme and support a large scale roll out to achieve 100% population coverage by 2029 across the Surrey and Sussex cancer alliance region.

You will develop an excellent relationship with clinical and administrative leadership teams within General Practice and Secondary Care to enable delivery of programmes of work that improve early detection of lung cancer.

The successful candidate will:

·       oversee the day-to-day delivery of the service ensuring all participants receive an efficient, seamless, and high-quality service across the whole pathway

·       manage the design, co-ordination, and implementation of the TLHC programme working with a wide range of stakeholders across organisational and geographical boundaries

·       support clinical and operational leads within each Place to produce project concepts and develop plans and improve engagement to ensure successful delivery of the programme

·       work with the TLHC team on the planning and development of the TLHC programme roll out, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.

 

The Alliance offices are based in Guildford, with travel when necessary across Surrey and Sussex. Flexible working and secondments will be considered.

 

        The post holder will lead on the delivery of change programmes across the system and promote the uptake of initiatives that drive improvements to patient pathways including:

     Performance measurement

     Demand and capacity management

     Leadership, engagement and ownership

     Governance arrangements and processes

     Collection, analysis and use of information

     Implementation of re-designed pathways

     Patient navigation within and between providers

     Sustainable solutions 

 

        They will work with senior managers, executive directors and senior clinicians from all organisations that commission or provide NHS funded care across England. Working in partnership to design and deliver tailored programmes, the post holder will work with systems to design and deploy improvements to patient pathways.

        The role supports the business in driving transformation as well as value for money in planning, commissioning and service.  The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
Desirable criteria
  • Formal programme management training qualification (e.g. PRINCE2, Managing Successful Programmes)

Knowledge and Experience

  • Evidence of post qualifying and continuing professional development
  • Must have a thorough understanding of the background to and aims of current cancer policy and experience of implementing cancer policy within providers or Commissioner environments
