Job overview

The post holder will act as a Named Professional for Safeguarding (Primary Care) for NHS Coventry and Warwickshire ICB (CWICB) providing day to day advice and support to GPs and Primary Care staff in respect of safeguarding Adults, Children and Young People. 

The Named Professional is responsible to and accountable within the managerial framework of the employing organisation and at all times and in relation to the roles and responsibilities listed the Care Act (2014), NHS

Safeguarding and Accountability Framework (2022), Working Together (2018) and any subsequent legislation and guidance. The post holder will provide learning and development for General Practice and contribute to the implementation of the Safeguarding Adults (2018), Children (2019) and Looked after Children’s (2015) Intercollegiate Competency Framework, Mental Capacity Act ( 2005, Prevent and Domestic Abuse Act (2021) or any newest iterations thereof.

The post holder will work collaboratively with the Named GP for Safeguarding, Designated and Deputy Designated Nurses and Doctors for Safeguarding Children and Children in Care as well as with other lead professionals for safeguarding within Health, Adult Social Care and Children’s Services to ensure clinical practice relating to safeguarding is consistent with national and local policy.

Main duties of the job

  • Work closely with the Named GP for Safeguarding, Designated and Deputy Designated Nurses and Doctors for Safeguarding Children and Children in Care, to ensure the statutory duties for safeguarding are implemented in General Practice in NHS Coventry and Warwickshire ICB (CWICB).
  • Work in partnership with the Named GP for Safeguarding to support the training needs of the Safeguarding coordinators/administrators, coordinating, and delivering safeguarding training packages to groups, sourcing speakers, and conducting audit and evaluation. Provide supervision as required. Support GP Practices in delivering effective Multi-Disciplinary Meetings.
  • Work as a key member of the ICB’s Safeguarding, Quality and Nursing Team and across the Coventry Multi Agency Safeguarding Partnership and the Warwickshire Multi Agency Safeguarding Partnership to act as a conduit and incorporate the sharing of information with Primary Care.
  • Liaise with professional leads from other agencies, such as Health Providers, Police, Education and Local Authority staff in order to support all activities necessary to ensure that General Practices meet their safeguarding responsibilities.
  • To utilise negotiation and communication skills in order to work constructively with internal and external partners.
  • Work in partnership with the ICB and NHS England to provide advice and support to GPs and their staff in relation to safeguarding.

Detailed job description and main responsibilities

  • Interface with the Primary Care ICB team as necessary.
  • To perform all administrative work related to the clinical role as outlined above
  • To work in accordance with Coventry and Warwickshire Safeguarding Partnership and Board arrangements (Adults and Children) policies and safeguarding procedures.
  • Support monthly data collection for the organisational safeguarding performance dashboard.
  • To contribute to reports as contractually and internally required to provide assurance to the ICB regarding the robust delivery of Safeguarding services.

Education and professional development responsibility:

  • Access professional advice, support and supervision from the Designated/Deputies and Named Nurses for Safeguarding Adults, Children and Children in Care.
  •  Undertake appropriate continuous professional development (CPD) in order to maintain clinical expertise by remaining up to date with clinical developments as agreed by Annual appraisal process.
  • Operate within all Professional and ICB’s Policies and Protocols for good practice.
  • The Named Professional should participate regularly in support groups or peer support networks for specialist professionals at a local and National level, according to professional guidelines (attendance should be recorded).

Confidentiality

  •  As a staff member, you will gain knowledge of a range of highly confidential matters being given consideration by the ICB.  Under no circumstances should such information be divulged or passed to any unauthorised person or person(s).  This includes holding discussions with colleagues concerning patients in situation where they conversation may be overheard.  Breaches of confidence will result in disciplinary action, which may involve dismissal.

Geographic coverage/ boundaries

  • All residents in Coventry & Warwickshire
  • All patients registered or needing to register with a NHS Coventry and Warwickshire ICB (CWICB) responsible GP practice.

Other Duties

  • The post holder will be required to use a computer and will be responsible for the quality of information. The post holder will need to have a good working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook).  The amount of time spent on this type of work will depend on the job.
  • The post holder will be required to take part in an annual performance appraisal, where this job description will be reviewed, and objectives set.
  • The ICB has a No Smoking Policy that prohibits any smoking whilst at work.
  • To follow and adhere to the ICB’s Health and Safety Policies and instructions and be responsible for your own and others health and safety in the workplace.

All staff need a basic working knowledge of risk management to enable them to participate in identification and control of all business risks that they encounter in their area of work.

The ICB’s are responsible for ensuring that the service provided for patients in its care meets the highest possible standard. Equally, the ICB’s are responsible for ensuring that staff do not abuse their official position for personal gain or to benefit their family or friends. The ICB’s Standing Financial Instructions require any officer to declare any interest, direct or indirect, involving the ICB’s. Staff are not allowed to further their private interests in the course of their NHS duties. 


Working Time Regulations 
The ‘Working Time Regulations 1998 require that you should not work more than an average of 48 hours in each working week. For example, in a 26-week period you should work no more than 1248 hours. Employees may choose to opt out by providing written notification as appropriate.

Qualifications

Essential criteria
  • Registered Nurse/Registered Midwife or Registered Allied Health Professional
  • Child protection training completed at a minimum of Level 3
  • Adult Safeguarding training at a minimum of Level 3
  • Relevant degree or ability to demonstrate equivalent knowledge and experience to Masters Level
  • Continuing professional development

Experience

Essential criteria
  • Experience of working across boundaries, communicating with a wide range of people at all levels
  • Experience of working autonomously and on own initiative, managing a busy workload with conflicting priorities
Desirable criteria
  • Experience of working with primary care

Knowledge and Skills

Essential criteria
  • Understanding of current issues and policy development relating to the NHS
