Job overview

This is an exciting role to join Coventry & Warwickshire ICB to lead the implementation of our new Equality, Diversity, Inclusion & Belonging Strategy.  The role will also be responsible for leading the delivery of the System Culture and Organisational Development element of the Coventry & Warwickshire One People Plan and the staff experience element of the NHS Long Term Workforce Plan.

This is a high-profile, strategic system-wide role, requiring the ability to influence and engage stakeholders and develop plans that align across a wide range of complex organisations with challenging and conflicting priorities.

The post holder must have a genuine passion for reducing inequalities and driving social inclusion, being an ambassador and champion for our workforce, ensuring a people-centred approach is essential.

 

Main duties of the job

The specific responsibilities include:

  • The delivery of the system Equality Diversity, Inclusion and Belonging (EDIB) Strategy.
  • Identifying and co-ordinating the delivery of OD priorities in conjunction with system partners,
  • Support system partners in creating cultures where all staff thrive, and the NHS people promise is a lived reality.
  • Liase with SRO’s from across the system to deliver service change through collaboration and partnership working across the following areas:
    • Equality, Diversity, Inclusion and belonging.
    • Organisation development
    • Leadership and talent development
    • Staff experience to include health and wellbeing
  • Support the delivery of the new system architecture and create effective team interventions that embed inclusion and equality in the delivery of our services.

 

Working for our organisation

Coventry and Warwickshire Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire. In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups.  The purpose of our ICB is to bring partner organisations together to:

Detailed job description and main responsibilities

  • To lead the development of Leadership, Organisational Development, Culture, and EDI for ICS to ensure we meet the outcomes in our People Plan and support the delivery of the NHS Long Term Workforce Plan.
  • To work with the Head of Workforce Transformation and the strategic Head of Education, Training, and Skills Development to support the delivery of a sustainable workforce for the future.
  • Responsible for the planning and implementation of the CWICB People Plan and agreed priorities, ensuring that key milestones are achieved and that the required outcomes are met for OD, EDIB, and Staff Experience
  • Responsible for the planning and implementation of the EDIB Strategic Plan and agreed priorities, ensuring that key milestones are achieved and that the required outcomes are met.
  • Following detailed analysis of relevant strategies and guidance, work with the CWICB Chief People Officer to develop the Leadership, OD, Inclusion, and Staff Experience needs arising from the NHS Long Term Workforce Plan and other national priorities and developing local plans.
  • Lead multiple and complex programmes and projects across organisational
  • Undertake benchmarking and formulate information into opportunities for workforce
  • Coordinate and develop reports pertaining to OD, staff experience and EDIB across health & social care for the
  • Develop an annual plan and deliver a number of staff engagement and OD
  • Communicate a clear, compelling vision and provide direction to
  • Interpret and translate complex information/performance reports and present analysis to a wide range of stakeholders in a manner that aids understanding where issues and conclusions are of a complex nature concerning organisational change, development, and significant cultural
  • Mediate between parties with conflicting interests and negotiate quality solutions that are agreeable to all
  • Plan and facilitate stakeholder activities g., workshops.
  • Encourage and enthuse others to look beyond organisational objectives and identify opportunities to improve performance and integration across the
  • System wide scale and spread of good practice. Constructively challenge ways of working, support, motivate and influence other senior managers to realign their practice where necessary.
  • Responsible for managing, maintaining and monitoring appropriate budgets, e.g., NHSE.
  • Line management and development of staff within the ICB People function.
  • Represent the Chief People Officer at relevant regional/national events/networks.

Person specification

Education, Training & Experience

Essential criteria
  • Educated to master’s degree level in relevant subject or equivalent level qualification or significant experience .
  • Programme or project management qualification or equivalent experience.
  • Evidence of continued professional development
  • Significant experience of managing complex and strategic OD programmes.
  • Significant experience of leading strategic EDIB interventions.
  • Demonstrable involvement supporting workforce redesign projects that delivered quantifiable improvements.
  • Experience of leading and motivating a team
  • Excellent understanding of strategic NHS and Social Care issues, priorities, service developments and workforce implications
  • Significant experience of successfully operating in a politically sensitive environment
Desirable criteria
  • Experience of working in an NHS or social care setting
  • Professional/Post graduate qualification in specialist strategic OD/workforce area such as CIPD
