Job overview

We are seeking an experienced Medical Staffing specialist with a proven track record to lead the Medical Staffing function within the Medical Directorate of Bradford District Care NHS Foundation Trust. 

In this role you will lead and implement medical workforce strategies, develop and execute change management and cultural change initiatives, build strong relationships across the Trust and with stakeholders, manage consultation, restructuring processes, and employee integration, and ensure compliance with employment law, Trust policies, and best practices. Additionally, you will provide expertise on workforce planning, recruitment, and deployment while maintaining positive employee relations and handling complex cases.

The ideal candidate will have a Master's degree or equivalent experience, be a member of CIPD, and have proven experience in operational and strategic Medical Staffing roles, especially within the public sector, complex settings. You should have expertise in change management, workforce planning, and employee relations, along with strong analytical, communication, and interpersonal skills.

Main duties of the job

1. Develop a medical workforce strategy for the Trust that is in line with the wider Trust workforce strategy and supports the delivery of organisational objectives 
2. Drive talent management and succession planning to make sure the Trust has the right medical staff available now and in the future to continually improve their performance 
3. Make sure other areas of HR contribute to achieving the Medical Director’s objectives to agreed service levels and ensuring that there is effective communication between the HR Specialist teams and the management team exchanging information as appropriate. 
4. Identify ways to continually improve the capability of medical staffing you support by reviewing data, investigating trends and using your insight and experience 
5. Lead people projects or be part of a project team delivering your local or the wider medical workforce strategy 
6. Provide tactical and pragmatic employment advice to Directors and senior managers and help to find solutions to problems which work for everyone
7. Be an escalation point for high risk matters in respect of medical staffing issues 
8. Manage and develop the activities of the Medical Staffing team ensuring a high level and quality service at all times, regularly reviewing and updating operating policies and standard operating procedures. 
9. Develop clear and robust recruitment systems and processes.

Qualifications

Essential criteria
  • Educated to Degree level or equivalent.
  • Masters degree in HRM or Employment Law or equivalent experience.
  • CIPD Qualified and member of CIPD.

Experience

Essential criteria
  • Demonstrate a business-focused approach to HR in a large complex organisation.
  • Extensive experience of delivering advice and guidance to Senior Managers and Directors, advising on employee relations issues, delivering change management projects and carrying out investigations.
  • Experience of developing and delivering management training
  • Significant experience of managing and creating employee relations interventions that evidence a demonstrable impact
  • Significant experience of developing and reviewing medical Workforce policies in line with NHS and other guidance and legislation
  • Proven experience of managing workforce projects, systems and processed to deliver high quality workforce services
  • Experience of working in a large, complex unionised environment, working in partnership with union representatives and senior/ professional staff groups
  • Experience of supporting organisations in workforce and succession planning.

Knowledge

Essential criteria
  • Specialist knowledge of medical contracts, pay, career progression, training and strategic workforce management
  • Experience or knowledge of developing and delivering employee engagement programmes, linked to staff perception surveys.
  • Knowledge of current NHS and employment related Government issues and policy direction.
  • In depth knowledge of Human Resource best practice.
  • Thorough understanding of Employment Law and Equality legislation.
  • NHS/Public Sector experience and knowledge.
