Job overview

The Frontline Digitisation (FD) Programme is a major digital transformation programme in the NHS, with significant political interest, and both politically and operationally driven timescales linked to efficiency targets. It is a complex programme to align national ambitions to local NHS delivery plans and capacity and capability, which is varied. The value of investment is high (£2bn) and the scale adds even more complexity.

The FD programme is supporting digitisation of the health and care system by facilitating ‘levelling up’ of NHS secondary care providers to a core level of digitisation, as set out in What Good Looks Like (WGLL). This will enable frontline clinical staff to make best use of digital technology to deliver care efficiently, effectively, and safely; to reduce variations, and improve quality and outcomes.

The FD Programme Value Assurance Team are responsible for providing funding, advice and support and making sure that suitable governance and oversight is in place to account for the significant investment increasing the likelihood of successful delivery of core digital capabilities and delivery of benefit and outcomes, to transform patient care.  The Benefits Manager role sits within the Benefits Team which provide assurance that proposals for spend as part of the Frontline Digitisation programme an acceptable return for the money spent. 

  

 

Main duties of the job

The purpose of the role is to provide both benefits management assurance to the Frontline Digitisation programme SRO throughout the lifecycle for each individual Trust investment and direct support to Trusts to ensure a robust and mature approach to managing and realising benefits. Main components of the role include:

Detailed job description and main responsibilities

Business Case Benefits SME Assurance Review

Undertake assurance reviews on Frontline Digitisation business cases to improve the quality of information for the individuals making the investment decisions to provide confidence from an objective, unbiased and credible benefits management perspective that the proposal is reliable and can be supported.

·         Ensure proposal meets National strategic drivers and objectives.

·         Validate affordability of proposed Trust EPR programme.

·         Ensure consistency of support Benefits artefacts eg Register to CIA Model.

·         Evaluate whether the proposal delivers the required core capabilities and EPR functionality aligned to the Benefits of the investment.

·         Ensure there is a documented Benefits Management Strategy, and that clear ownership of individual Benefits, overall governance and reporting is in place.

·         Provide feedback to Trust to ensure alignment with FD programme benefits strategy and approach.

·         Provide recommendation to EPRIB that proposed Benefits profile is deliverable and meets criteria to support investment.

Benefits Management SME Support

Work with Trusts as required throughout all stages of the EPR journey to help support the development of a mature benefits approach from inception through to post Go Live reporting right across the business change lifecycle. Bespoke benefits support on specific issues can be identified at any time through the process via a number of different routes; resource cell requests, stage review recommendations, business case assurance reviews and Trust regular check ins.

Some of the key activities are listed below:

·         Undertake a Quality Improvement Maturity Assessment with each Trust in the FD programme periodically, providing a rating on level of benefits maturity and identify any actions required to improve standards ensuring that a robust strategy is in place, ensuring any remedial actions are monitored and completed in a timely manner.

·         Provide advice on managing Benefit Identification workshops, including the approach to understanding the problem, undertaking benefits mapping and how to build robust and reliable benefit profiles.

·         Direct help in identifying additional benefits relevant to a Trust which could be emerging from a new piece of functionality, sharing best practice or from interpretation of process discussions.

·         Challenge the inclusion of non-relevant benefits and support Trusts to tailor benefits to the local circumstances.

·         Support Trusts in understanding the importance of developing an ongoing Benefits Realisation Strategy that can be utilised not only for the programme but adopted across the wider organisation.

·         Establish process for reporting benefits with Trusts ensuring that benefits forecasts and baselines have been robustly reviewed periodically and that Trusts Benefit Leads are proficient in utilising the system and set up for reporting.

·         Refine and update existing Frontline Digitisation (FD) Training Material adapting from user feedback and reflecting any required updates in approach from latest best practice/colleague feedback.

·        Update and maintenance of FD Benefits Artefacts in line with Quality Improvement Strategy
