Job overview

This is a key leadership role driving Innovation and Research within the NHS with an exciting and expansive portfolio of work. The successful candidate will drive Life Sciences Policy and Strategy for NHS England, lead exciting and innovative programmes of work including Horizon Scanning and Demand Signalling, and build a public facing profile to support the work of the team.

Main duties of the job

The Director of Life Sciences Policy and Strategy is a key member of the IRLSS senior leadership team. It is a highly visible role that will engage frequently with Ministers, NHS England executives, and senior external stakeholders including industry. The team will lead on the development of key national innovation and research initiatives and lead on cross-cutting pieces of work such as developing industry partnerships alongside OLS, leading on work to understand the value of NHS health data, and identifying innovative ways to fund innovation.

The post holder will have:

  • In-depth knowledge of both the innovation and research landscapes, key challenges, organizational structures and the ability to build credibility and trust with very senior colleagues in government, academia, industry and the NHS
  • Delivery skills to shape and run multiple programmes, including the Horizon Scanning and Demand Signalling programme of work
  • Extensive experience developing cross-government strategies and then delivering against these
  • Exceptional strategy skills to tackle complex challenges and translate these into real, practical programmes of work
  • Exceptional communication skills to work with Ministers, senior external stakeholders, and NHS England executives.
  • The ability to build a public facing profile to support the work of the team

Detailed job description and main responsibilities

A key leadership role within NHS England, with accountability for:

  • ·         Providing leadership on life sciences strategy and policy, ensuring clear priorities for delivery and clear direction for the directorate. This includes ensuring alignment to the Long Term Plan, departmental priorities and ministerial priorities as they emerge. 
  • Providing leadership on overseeing the implementation of these priorities to the Director of IRLSS and NHS executive team
  • Leading the Horizon Scanning and Demand Signalling team as it shapes a portfolio that addresses the needs of the new NHS England
  • Leading the AAC operations and delivery team as it supports the IRLSS sub-directorate
  • Leading the Innovation Ecosystem Programme, which reports into the Chief Executive of the NHS and to the Life Sciences Council
