Job overview

Cyber Operations purpose is to support safe care and build public trust by building NHS England’s cyber resilience and enabling the wider health system to be cyber resilient, supporting Transformation Directorate’s purpose of delivering the best care and outcomes for the NHS.

The Cyber Operations sub-directorate consists of 4 operational areas:

  • Cyber Security Operations Unit (CSOU) - SIO
  • Cyber Delivery Unit (CDU).
  • Cyber Improvement Programme.
  • Chief Information Security Office Function (CISO)

Main duties of the job

  • Manage the set up and delivery of multiple projects within a programme of work, working with colleagues and subject matter experts to scope, plan design and deliver those projects.
  • Manage the whole lifecycle of a programme of system change, ensuring excellent governance throughout.
  • Support organisational change and the uptake of initiatives that support excellence.
  • Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits.
  • Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.
  • Responsible for budgets/ matching the available budget to the appropriate staff resources and projects and for ensuring that the budget breaks even, co-ordinating and monitoring expenditure.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

All NHS England Cyber Security personnel must hold security clearance SC level as a minimum. To meet National Security Vetting requirements, you must have resided in the UK for a minimum of 3 out of the past 5 years for SC clearance. Candidates who were posted abroad for service with HM Government, Armed Forces or within a UK government role - will still be considered. More information on SC clearance can be found here.

Essential criteria
  • Extensive experience of leading and managing change projects and delivering them within agreed timescales and budgets. Experience of providing support and input into complex programmes
  • Experience of researching best practice and developing solutions that can achieve optimal outcomes for all stakeholders
  • Understanding of the background to and aims of current healthcare policy and appreciate the implications of this. Understanding healthcare policy for the purposes of implementation
Desirable criteria
  • Understanding of the background to and aims of current healthcare policy and appreciate the implications of this. Understanding healthcare policy for the purposes of implementation. Understanding the relationship between the Department of Health and individual provider and commissioning organisations.

Skills

Essential criteria
  • Must be able to provide and receive highly complex, sensitive, or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
  • Good analytical skills with an ability to analyse and consider complex information and develop a range of options
Desirable criteria
  • Demonstrate an ability to draw qualitative and quantitative information from a range of sources and present it in a clear and concise way

Qualifications

Essential criteria
  • Educated to master’s level or equivalent level of experience of working at a senior level in specialist area.
