The NHS England London Region Babies, Children and Young People’s (BCYP) Programme was established at regional level to lead a portfolio of work primarily focused on: 

·         The NHS Long Term Plan priorities which include Long Term Conditions management, development of Early Years pilots and Youth Work models and establishing services for children with complications relating to excess weight.

·         Children’s services designated as ‘specialised’ so that the strategic and operational development of services is undertaken in a coherent way across ICS’ and network footprints. As delegation progresses, it is anticipated that the core work on systemwide improvement will predominate as commissioning moves across to ICBs for leadership and delivery.

·         Supporting a range of interconnected programme priorities including UEC, Elective Care, Community Waits and Mental Health.

The postholder will be responsible for managing a diverse range of programmes working within the overall BCYP priorities and regional objectives.

  • Develop and implement systems to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisations as appropriate.
  • Support the Head of Programme to oversee the day-to-day management of all aspects of the BCYP Programme delivery.
  • Support budget management including that which is deployed at system level
  • Identify and implement cross agency and interconnected NHS programmes that aim to determine improvement in outcomes or which, are proven to do so. To achieve change for babies, children and young people there is a requirement for strong and broad wide engagement across ICSs, neighbouring regions, Trusts, Local Authorities, Greater London Authority, OHID, HEE, Community services, the voluntary sector, and importantly Children & Young People themselves. Building partnerships across these agencies to secure quality improvement will be a key requirement in this role.
  • Whilst the post-holder will be part of the leadership resource for the team, with the Programme and Operational Leads working across a number of workstreams, this role will also focus on:

-       working with ICBs to develop integrated neighbourhood teams with social care, primary care, education and the wider place-based systems

-       Ensuring delivery of specific CYP priorities across a range of long-term conditions and weight management

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

  • Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
