Job overview

The Director of Operational Finance role is a critically important role within the South East Region Finance Directorate at NHS England. The regional finance team has oversight and assurance responsibilities for budgets totalling c£18bn encompassing 6 Integrated Care Board (ICBs) and 29 Provider Trust’s. This post provides leadership to the operational finance team who hold the primary relationship with the six Integrated Care Systems (ICSs) across the South East. The post holder is also the nominated deputy to the Regional Finance Director.

As Director of Operational Finance, the post holder will be responsible for the day to day management of the operational finance team, helping to support the Director of Finance in delivering the regional financial performance in line with agreed financial targets.

This role is advertised on a fixed term basis for six months pending the conclusion of the New NHS England change programme.

Main duties of the job

Key aspects of this role will be to:
•    Oversee the financial performance of the six Integrated Care Systems (ICSs) within the South East Region system, providing the necessary advice, guidance, support and challenge as appropriate;
•    Support the delivery of regional financial targets through ensuring that organisations and systems have effective plans and systems to achieve sustainability of services underpinned by effective cost improvement programmes;
•    Proactively manage the key risks and issues arising around financial performance and ensuring appropriate actions are taken to mitigate or respond;
•    Provide executive leadership in respect of the productivity and efficiency agenda helping to drive improvement and share good practice across the region;
•    Provide executive leadership to the annual financial planning process helping to ensure that stretching and robust financial plans are developed in line with NHS England guidance;
•    Support building effective relationships across providers, commissioners and systems through the region;
•    Act as the nominated deputy for the Regional Director of Finance attending national meetings and regional executive meetings as required;
•    Act as a member of the Senior Finance Leadership Team for the region, working closely with both national and ICB colleagues to ensure a joined up approach;

As Director of Operational Finance, the post holder will require advanced communication and relationship building skills and be able to act as strong link role to ensure the effective implementation of national guidance and policy at a local level.  An ability to influence key stakeholders is essential in this role as is a desire to support and encourage partnership working across the South East Region.

  • Experience at Deputy CFO level or equivalent
  • Knowledge and Experience of current NHS Financial Frameworks
  • Relevant experience of establishing and maintain effective relationships with stakeholders (internal and external)
Desirable criteria
  • Board level experience in both provider and commissioner organisations
