Job overview

We are recruiting a band 8b Programme Manager to join the Nursing Workforce Policy and Implementation team within the Nursing directorate.

This post plays a key role in supporting the Workforce Policy and Implementation team in ensuring that all aspects of its work portfolio are delivered to the highest quality. The post holder will be responsible for managing both the strategic delivery and the day-to-day management of the teams objectives, playing a crucial role in planning, management and strategic implementation. The team’s current prioritises include attraction to the nursing profession, career pathways and progression, and the organisation’s commitments around productivity.

 

Main duties of the job

  • Work with senior programme leads to scope, develop and implement the strategic priorities for the workforce team;
  • Manage the setup, delivery and implementation of complex, high profile, large programmes of work from scoping to close down;
  • Monitor and manage the performance of the programme against agreed objectives and performance milestones;
  • Take a practical approach to providing advice, giving persuasive explanations of complex concepts orally and in writing to a range of audiences, in a clear and accessible manner;
  • Ensure programme documentation, including PIDs, programme plans and risk registers, are maintained and kept up to date during programme lifetime;
  • Proactively lead on all aspects of business planning and business continuity activity working alongside the business manager;
  • Ensuring that all correct governance processes are in place whilst proactively work alongside other members of the Implementation team to identify and manage risks and support the development of mitigating actions;
  • Lead resource and capacity planning on behalf of the team to ensure all activity is appropriately resourced with the correct level of skills and people.
  • Offer leadership and line management to the Implementation team ensure a culture that enables fast paced delivery whilst maintaining a high calibre of output;
  • Project Management for identified workstreams
  • Deputising for Senior lead in all aspects of delivery
  • National travel will be required

Qualifications

Essential criteria
  • Educated to Masters level in a relevant area of academic practice or equivalent experience working at a commensurate band / level.
  • To have one or more of the below programme /project management qualifications or equivalent level of experience: • Managing Successful Programmes Practitioner. • Managing Successful Programmes Advanced Practitioner. • P3O Practitioner. • APM Registered Project Professional.
Desirable criteria
  • Additional management qualification or specialist qualification or equivalent level of experience

Knowledge

Essential criteria
  • Extensive experience of managing projects and delivering them within agreed timescales and budgets.
  • Experience of interpreting national policy and implementing this through programmes of work.
  • Experience of researching best practice and developing solutions that can achieve optimal outcomes for all stakeholders.
  • Experience of managing a team.
  • Previous experience of managing budgets for complex programmes of work, including budget setting and monitoring.
  • Must understand the background to and aims of current healthcare policy and appreciate the implications of this.

  • Takes decisions on difficult and contentious issues where there may be a number of courses of action.
  • Able to draw qualitative and quantitative information from a range of sources and present it in a clear and concise way
  • Demonstrate the ability to plan over the short, medium and longterm altering plans to fit with the rapidly changing environment.
  • Excellent stakeholder management skills. Excellent communication and presentation skills and an ability to engage successfully with a wide range of people at all levels within the organisation.
  • Good ability to build relations with internal and external partners which are critical in securing the strategic objectives of the business.
