Job overview

The Finance and Planning Directorate is recruiting for the role of Director of Finance, Specialised Commissioning.

The Director of Finance, Specialised Commissioning leads the Finance and Planning Business Partner team (BPT). The team which is the bridge between the project and programme teams in Specialised Commissioning, Medicines Value and Finance and Planning and the specialist finance and planning teams. By establishing strong relationships and a good understanding of the programmes within CFO Group, the postholder will ensure the business receives the finance and planning support it needs to improve care for patients.

The postholder will also have a key role in delivering the objectives of the Specialised Commissioning Directorate including: the ongoing process of delegating specialised services to ICBs and the oversight of specialised commissioning high cost drugs and devices spend.

The post holder has a corporate role as a senior leader in the Finance & Planning directorate and is expected to contribute fully to the operational running of the directorate and its equality and diversity improvement work. They will be a key member of the senior management teams of the directorates supported, in particular Specialised Commissioning.

The team offers high profile, fast-paced projects. This requires adaptability, rigor and innovation and provides exciting development opportunities for those developing their careers in the NHS, health or the public sector.

  • Relevant experience in assurance of complex and high profile transformation or investment projects and providing recommendations to Boards, Senior Directors and subcommittees.
  • Development of robust planning and financial forecasting arrangements to ensure NHS delivers targets and value for money.
  • Excellent influencing and stakeholder management skills in order to work effectively and confidently with government, teams across NHS England and NHS systems and providers.
  • Experience of addressing large audiences on complex quantitative issues, explaining complex technical matters simply to non-technical colleagues, Boards, and subcommittees.
  • An effective people manager, who sets high standards, motivates, and develops staff and promotes personal, organisational, and cultural development

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Qualifications

Essential criteria
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
  • CCAB qualified accountant or equivalent experience

Knowledge

Essential criteria
  • An in depth understanding of the NHS system architecture and key levers for change
  • Extensive experience of financial management at a senior level

Skills

Essential criteria
  • Significant interpersonal and relationship building skills across a range of professions/sectors and with the ability to operate alone, within a team and in a leadership role; directing and influencing with or without formal power.
  • Experience of operating in complex, highly political environments
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
