The NHS Estate
Our hospital estate spans 25 million m² with 1.4 million NHS staff working across 17,000 buildings, including 1,140 hospitals and 7,500 primary care sites, our c100k staff are responsible for maintaining and running all EFM services.
With £5 billion of operational capital funding and annual expenditure of £10 billion across estates and facilities management, there’s scope to make real change across our estate.
Main duties of the job
The National Estates Sustainability team supports the NHS’ net zero ambition by reducing the environmental and financial impact of operating the NHS estate, addressing two key areas: building energy and waste. Our three key documents, the NHS Estates Net Zero Delivery Plan, NHS Net Zero Building Standard and NHS Clinical Waste Strategy set the system’s direction of travel to achieve this.
Reporting to the Head of Estates Sustainability, you will drive programmes to embed sustainability in NHS estates. This includes managing programmes and projects; reporting to stakeholders; and identifying progress and barriers to programme delivery, collating and analysing data to show this.
You will work across teams including the wider NHSE National Estates Team, Greener NHS, and estates and sustainability leads in ICSs, primary care, and secondary care. You will have line management responsibility including any apprentices/interns.
About you - A proven programme manager, you know the value of well administered programmes and the personal difference you can make. You will have a passion for sustainability with experience of delivering sustainability programmes within complex organisations.
You will work comfortably across teams to deliver outcomes. You will be confident using MS Office and analysing data, able to translate information into clear programme reports. You will be passionate about your own and your team’s professional development which we will support and encourage.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
NHS England hold a Sponsor Licence; this means that we may be able to sponsor you providing the Home Office requirements are met. To be eligible for sponsorship through the Skilled Worker route you’ll usually need to be paid the ‘standard’ salary rate of at least £38,700 per year, or the ‘going rate’ for your job, whichever is higher. Detailed job description and main responsibilities
Key responsibilities include:
Support NHS organisations with action plans to deliver identified savings, in line with the NHS Estates Net Zero Delivery Plan
• Drive delivery of energy efficiency projects across the system
• Analyse data to highlight opportunities for greater efficiency across energy, waste and water
• Drive delivery of energy strategy across NHS organisations in England
• Drive delivery of the NHS Clinical Waste Strategy across NHS organisations in England
• Support the delivery of training and development for sustainability professionals across the system
• Manage the delivery of tailored sustainability support to NHS organisations
• Support the Strategic Estates Planning team on individual projects as and when required

Knowledge/Qualifications
Essential criteria
- Educated to Master’s level or equivalent level of experience of working at a senior level in specialist area
- Experience in the delivery of sustainability programmes across a multi-organisational structure
Skills & Experience

- Experience engaging teams with programme management processes
- Experience working across teams to deliver joint programmes / results
- Experience analysing and presenting complex data to a range of audiences
