Job overview
We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government’s Major Projects Portfolio enabling the delivery of NHS’s Health Infrastructure Plan.
The Senior Market Management Operations Manager role works within the Resilience and Insights team who focus on assessing the markets for their Appetite, Capability, Capacity, Resilience and Accessibility to deliver NHP ambition by creating a diverse, collaborative, and visible supply chain to reflect the transition into delivery and inform resource planning.
The role will focus on supporting the Head of Supply Chain Resilience in building resilience to minimise risk of supply disruption at all tiers of supply chain. As the Senior Market Management Operations Manager, the post holder will work as part of a dynamic team working closely with senior business stakeholders to execute risk mitigation strategies both short and long-term. This will best position NHP to maximise value delivery, minimise risk and deliver the agreed benefits of the programme through cost saving or improved operations.
The role will work within a team of several people with a potential mix of NHP employees and Programme Delivery Partner (PDP) support, and create a wider network of those. This team will deliver against the NHP Strategy, working closely with the Resilience and Insights team within the Hospital Transformation Directorate of NHP.
Main duties of the job
The post holder will be responsible for leading a defined set of activities and projects and any associated business change activities. Primary responsibility for successful delivery of the required outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks and issues and ensuring the business readiness for change.
Working closely with colleagues across the Programme Directorates, ensuring coherent strategy, and will:
- Support the drive of the market approach and plan for the team, ensuring alignment across the other teams within Supply Chain and Markets
- Be thorough in understanding of the market as-is position for the various aspects of delivery (capacity, capability and appetite)
- Enable the required level of market capacity, capability and appetite at the point of time required by NHP to deliver against the Programme ambition
- Document key stakeholders with relevant engagement plans
- Identify examples of national and international best practice and ensure that NHS England benefits from relevant innovations in healthcare, including alignment and coworking with NHSE

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Essential criteria
- Membership of (or to be currently working towards) the Chartered Institute of Procurement and Supply (CIPS) or World Commerce and Contracting (WCC – formerly IACCM) or equivalents.
- Educated to degree level or equivalent level of experience of working at a senior level in specialist area
Knowledge and experience
Essential criteria
- Experience in resilience and risk, supplier relationship management, risk analysis and market engagement
- Proven track record of managing and leading cross-functional teams or projects. Ability to influence stakeholders at all levels of the organization.
- Extensive experience of Market Management within highly complex programmes and delivering within agreed timescales.
- Experience of delivering long term strategic plans and being able to alter plans to fit with the rapidly changing environment.
Skills Capabilities & Attributes
Essential criteria
- Commercial Focus - Commercial / procurement / contract management strategy experience and understanding of market category management, with significant experience in leading change and improvement in a complex environment.
- Managing Complexity – ability to work with complex markets, with complex commercial structures to ensure value for money is achieved, working within a complex organisational structure with multiple stakeholders.
- Resilience – Adapting quickly to different environments, adjusting communication styles when appropriate. Resilient in interactions with suppliers and across the team.
- Building Relationships - Leadership, management & coaching skills. Can promote a diverse and engaged working culture & build individual / team capability. Able to operate effectively with a diverse range of stakeholders with differing views.
