Job overview

The National Nursing and Midwifery Team are looking to recruit an enthusiastic and motivated individual for the role of Senior Nurse - Professional Development. This role provides leadership, clinical knowledge and expertise to inform the development of the nursing and care workforce and in doing so enable high quality patient care and experience. The ideal candidate will have an in depth understanding, knowledge and experience of education and training, provide credible senior leadership experience and demonstrate a passion for continuous improvement and transformation.

The national Nursing and Midwifery team are part of the Workforce, Training and Education directorate in NHS England and play a pivotal role in the pre and post registration education, training and development of Nurses and Midwives:    

The team:

  • Provides clinical & professional leadership to education and training policy, regulations, standards, reform and delivery.    
  • Assures the quality and improvement of education and training.     
  • Focus on addressing the gaps in the workforce across all roles, professions, healthcare pathways and geographies through education and training.     
  • Commission high quality coordinated education and training programmes.    
  • Maximise and promote the use of digital, technology and innovation in the delivery of education and training.
  •  Are accountable for the professional education agenda

Main duties of the job

Using professional knowledge and experience of education, training and workforce development, the post holder will directly influence the professional agenda ensuring work programmes are developed appropriately in line with service need and with governing strategies.

The post holder will assist in shaping and implementing the short, medium and long-term objectives for nursing and midwifery education and training in partnership with our regional offices, external stakeholders and the wider workforce and will also play a vital role in ensuring national policies and initiatives are collaboratively developed and implemented effectively across the country.

Detailed job description and main responsibilities

Engaging People/Key Working relationships

  • Works with others to make sure there is a clear direction for values, strategies and policies and leads the way when interests are in conflict, supporting collaborative working across the organisation and with wider stakeholders.
  • Develop, nurture and maintain key relationships and networks at a national and regional level both internally and externally, with a wide range of different stakeholders with complex and conflicting requirements.
  • Presenting complex concepts in formal settings where challenge is likely.
  • Use negotiation and persuasion skills to ensure senior colleagues are engaged in the work programmes and can act as champions with stakeholders.

Management and leadership

  • Management of third parties relevant to the delivery of education and training policy development and implementation to ensure deliverables are met in a time and cost-efficient manner.

Setting Direction and Service Improvement

  • Lead on the initiation, development and implementation of guidance, frameworks and policies in support of education and training policy development and implementation across the service actively promoting continuous service improvement.
  • Communicates a clear vision for change and presents a positive role model in times of service improvement and organisational change.
  • Identifies and evaluates potential improvements to the organisation. Takes a lead role within working parties and steering groups to agree a prioritised plan of implementation to take forward agreed improvements.

Delivering Results/Functional Responsibilities

  • Lead the strategic formulation and planning, allocation and delivery of a broad range of projects over medium to long term, ensuring risks, issues and dependencies are identified and proactively managed to achieve high quality outcomes.
  • Ensure projects maintain business focus, have clear authority and that they are actively managed in alignment with the strategic priorities of NHSE, within agreed resources and evidence effective use of resources
  • Actively promote quality in all areas of work, continually monitoring quality and taking effective action to address quality issues
  • Analyse, collate and interpret highly complex and sensitive information and data and set out options that enable sound judgements and identifies potential risks.
  • Be an expert source of advice and support across NHSE in delivering programmes of work.

Qualifications

Essential criteria
  • Current NMC registration.
  • Educated to Masters level or higher or equivalent level of experience of working at a senior level.
  • Extensive knowledge in a range of specialist areas in a relevant field of expertise acquired through post graduate diploma/Masters degree or equivalent experience gained over an extended period to enable highly developed subject matter expertise.
  • Evidence of continuing professional development.

Knowledge and Experience

Essential criteria
  • Extensive professional knowledge of nursing and midwifery issues and practice experience.
  • Demonstrated experience of successfully leading change programme in highly complex and challenging environments.
  • Experience of developing and implementing policy and programmes in the delivery of team and organisational objectives and business plans.
  • Significant experience of successfully operating in a politically sensitive environment with diverse stakeholder input.
  • Evidence of a clear understanding of national policy such as 5YFV and Leading Change Adding Value and can demonstrate an awareness of issues in this field and the implications.
  • Clear understanding of the UK healthcare education and training system and of the legislative and administrative issues around education and training of the healthcare workforce.

Skills Capabilities and Aptitudes

Essential criteria
  • Successful negotiator displaying high levels of political astuteness to achieve outcomes in difficult and contentious situations. Persuasive in putting forward own view and that of the organisation.
  • Ability to exercise high levels of attention to detail and diligence when assessing or preparing documentation, especially when information is received from a variety of sources and may be conflicting.
