Job overview

The Hampshire and Thames Valley Public Health Commissioning Team in the South East Region is looking for a contract manager to join our team.  Our team’s purpose is to protect the health of our population by ensuring that high quality, cost effective nationally-prescribed screening and immunisation programmes are available and accessible to the whole eligible population.   We are responsible for the local commissioning and transformation of these national programmes.    

This role will be one of two contract managers who jointly lead on all aspects of contract management for the team, building effective supplier relationships across the acute, community and independent sectors, working closely with specialised commissioning colleagues and PH colleagues in the wider region. The role plays an important part in ensuring national standards are met through regular contract monitoring and the use of contractual levers where necessary. The postholder will ensure service requirements are enshrined in contracts, contract values and payment mechanisms agreed, and providers are paid correctly.    

There will be opportunities within the role to lead specific projects and develop skills in project management and commissioning.     

Main duties of the job

Duties of this role will include: 

·         Preparing and managing the annual contracting round   

·         Monitoring contract performance and taking action as appropriate to ensure improvement 

·         Developing working relationships across NHSE, and with providers and other key stakeholders to ensure that commissioned services are safe, effective, of good quality and deliver value for money  

·         Co-ordinating and contributing to the procurement, negotiation and agreement of contracts  

·         Analysis, interpretation and presentation of data to highlight issues and risks to support decision making

The post holder will be a home based worker. The team meets face-to-face mainly in Southampton, with occasional travel to Oxford and London as well as to meetings with stakeholders in a variety of locations across Hampshire and Thames Valley.

Qualifications

Essential criteria
  • educated to post-graduate degree level or equivalent level
  • qualification or significant experience of working at a similar level in specialist area further training or significant experience in project management, financial management or supporting change management processes.

Knowledge and Experience

Essential criteria
  • experience of contract/supplier management, ideally in relation to clinical services within an NHS setting
  • experience of procurement processes for provision of healthcare services
  • demonstrated experience of coordinating projects in complex and/or challenging environments
Desirable criteria
  • working knowledge of primary care contractual frameworks and NHS standard contract experience of line management
  • experience of monitoring budgets and business planning processes

Skills, Capabilities and Aptitudes

  • clear communicator with excellent written and presentation skills
  • ability to negotiate with senior stakeholders on difficult and controversial issues including performance and change
