Job overview

The Capital team manages significant capital resource for the region. This includes c.£0.5 billion of national programme capital for 2024/25, subject to business case review and approval, helping to transform digital and estates infrastructure.

The successful candidate will desirably have experience in audit and/or assurance, and of business case development and review. The post holder will be responsible for ensuring compliance of capital business cases with technical requirements, providing support and feedback to organisations in line with clearly defined criteria, writing regional assurance reports, and recommending approval to the Regional Director of Finance.

The Capital Team works closely with other regional and national Finance colleagues, as well as Strategic Estates and National Programme leads. Therefore, flexibility and the ability to develop good working relationships is a key.

Training and support towards a professional accountancy qualification may be considered alongside this role.

Interviews for this post will be held in person at South West House, Blackbrook Park Avenue, Taunton. The successful applicant will be required to work a minimum of 40% of their time in person at either the Bristol or Taunton office bases.

Main duties of the job

  • Ensuring compliance of capital business cases with technical requirements, providing feedback to organisations in line with clearly defined criteria, writing regional assurance reports, and recommending approval to the Regional Director of Finance.
  • Ensuring capital business cases are robust in terms of capital and revenue affordability, are aligned with capital plans and national programme funding profiles.
  • Helping organisations to deliver their financial targets and plans, through ensuring capital business cases are financially sustainable.
  • Supporting the sharing of knowledge and best practice through collaborative working with regional and national colleagues.
  • Proactively contributing to the development of capital processes, procedures, systems and improvements across the region.
  • Deputising for the Assistant Head of Finance – Capital and Business Case Assurance.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities

  • Support the business case process before, during and after business cases are submitted to the region for national approval.
  • Become an expert reviewer of business cases and develop excellent knowledge of the HM Treasury Green Book, business case and other national and regional guidance required to undertake the role.
  • Become an expert in the financial matters of business cases ensuring full financial analysis of the primary financial statements are undertaken for each business case
  • Be an excellent report writer and be responsible for the writing of assurance reports for each business case that requires regional or national approval.
  • Be proactive in the continuous improvement of processes and procedures to ensure the business case function works in the most efficient and effective way.
  • Support integrated care systems and providers across the region and be proactive in the sharing of best practice across the Region which may involve leading training sessions.
  • Assist NHS organisations with producing business cases in line with DHSC and HMT guidance (including the green book/five case model and other HMT/NHS guidance).
  • Work closely and effectively with all other organisations involved with the business case reviews such as regional estates, digital and transformation, national capital and digital and DHSC teams.
  • Provide other ad hoc analysis and other reporting requirements as requested.
  • Pro-actively manage their own training and development requirements.

Qualifications

Essential criteria
  • CCAB finalist who has successfully passed their final examinations and needs only to complete relevant work experience to qualify.
Desirable criteria
  • Fully qualified CCAB accountant (certification proof required)

Knowledge & Experience

Essential criteria
  • At least two years’ post-qualification experience working in finance in a large or complex organisation, ideally within the NHS
  • Have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
Desirable criteria
  • Experience of identifying and interpreting national policy.
