An exciting opportunity has arisen for a Band 7 Breast Screening Programme Manager to join our team here at the Great Western Hospital NHS Foundation Trust.

The programme manager has responsibility for the non-clinical operational running of all aspects of the local breast screening service. The programme manager works closely with the director of breast screening and may be the first point of contact for PHE (programme and SQAS teams) and local commissioning teams.

The post holders should have excellent communication, organisational and interpersonal skills.

Main duties of the job

The programme manager is responsible for running all the non-clinical aspects of the local breast screening 
service.

1. Liaise with the Director of Breast Screening and Lead Radiographer to develop a high quality Breast 
Imaging Service following NHSBSP and NICE guidelines and to assist in service development, 
identifying, implementing and evaluating best working practices.

2. To actively maintain and assist in the achievement and development of increased standards (KPI) 
of excellence within the unit.

3. To deliver the fundamentals of the strategic and operational plan, to make an active contribution to 
the decision making process of the department. To support these by being proactively involved with 
service developments/changes to existing working practices.

4. Ensure the operation of an efficient and effective administration service that meets the needs of the 
Breast Screening and Symptomatic Breast Services. This will require analysing and reporting of 
complex and sensitive data relating to the services’ performance against set targets and taking 
appropriate action to ensure these targets are met.

5. Responsible for administrative representation of the Wiltshire Breast Screening Programme at local 
and regional levels co-operating with national reporting systems in order to effectively communicate 
and disseminate relevant complex information

Detailed job description and main responsibilities

6. Responsible for quality assurance monitoring of administrative/clerical procedures to ensure 
effective service operation.

7. Responsible for the administration of the Breast Imaging Services Quality Management System.

8. To liaise with the Trust PACS Manager to ensure a secure digital imaging and storage system in 
Breast Imaging is maintained.

9. Responsible for the management and administration of the Breast Imaging Services IT systems 
including observation of the Data Protection Act, Governance and Clinical Governance policies, and 
GDPR monitoring and reporting of system failure to ensure timely fault resolution, undertaking 
regular security backup and managing the exceptions log to ensure effective operation of digital 
processes.

10. Responsible for the creation and acquisition of written and statistical reports via the “Crystal Report 
Toolkit” on NBSS as required by the Regional Screening Quality Assurance Service, NHS England 
and CCG’s. Required to analyse and interpret complicated analytical reports, with several 
components, often a variety of qualitative and quantitative data with potentially conflicting 
information.

Qualifications

Essential criteria
  • Masters level of education
  • Minimum Grade A-C (9-5) Mathematics and English GCSE
  • Be prepared to attend relevant NHSBSP (National Health Service Breast Screening Programme) & BS Select training where applicable
Desirable criteria
  • A Level or higher level of education
  • ECDL or equivalent IT skills qualification or working towards
  • Knowledge of NBSS

Experience

Essential criteria
  • In depth experience of working in an administrative area.
Desirable criteria
  • Previous experience in Radiology/Breast screening Health service environment

Skills

Essential criteria
  • Detailed understanding of the Breast Screening Programme and the IT systems involved in the management of the department.
  • Good customer service skills
  • Good Computer skills
  • Able to deal with complex, sensitive or contentious issues
Desirable criteria
  • The ability to write clear and concise management reports
  • Record keeping is accurate and legible
