An exciting opportunity has arisen to join the Peninsula Cancer Team, hosted by University Hospitals Plymouth. The team are seeking to appoint an individual to be the lead for PCA reporting and deputise for the Senior Data Analyst regarding PCA reporting and management tasks. The post-holder will also be required to actively inform PCA staff in a timely manner, when unfavourable variances arise, so that corrective action can be initiated.
***Preference will be given to internal Trust staff, as well as ‘Priority’ and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***
Main duties of the job
The post holder will work to deliver the NHS Long Term Plan (LTP) for cancer in Devon & Cornwall. PCA’s workplans strengthen collaborative working to:
• Develop a unified vision for cancer services in the Peninsula and in accordance with the Cancer LTP.
• Establish consistent standards for pathway management, clinical protocols and treatment.
• Better manage diagnostic capacity to improve cancer waiting times.
• Reduce costs through reducing duplication and variation.
• Enhance patient experience.
• Maximise research and training across the system.
• Ensure meaningful engagement with the public and patients and other key partners on the development and their delivery of their plans.
• Share learning.
The post-holder will be responsible for providing specialist advice to staff within, and external to, the Trust on data analysis, information reporting and interpretation. Analysis of complex data and development of information systems and production of reports is key to this role.

Detailed job description and main responsibilities
PRIMARY DUTIES & AREAS OF RESPONSIBILITY
Business Partner Role
- To provide a reactive service to Peninsula cancer services, supporting the Exec and management leads in gaining insight to their services.
- Build close and positive relationships with operational and clinical leads of the cancer teams in Peninsula Trusts.
- Ensure reporting is in place to answer the key questions being asked by the PCA team, its partners and its board, with a single point of truth for each metric.
- Provide proactive analysis of cancer services, raising issues to the Service & Performance leads on capacity & productivity issues and other relevant variances
Performance Reporting / Monitoring / Planning (PCA)
- Provide in depth analysis of performance issues, highlighting any variation and providing insight.
- Provide reactive analyst support for the Peninsula analytical and performance management community.
- Review guidance on Nationally Defined cancer reports and work with provider Information Provision Team Leaders to ensure that these are implemented by the teams.
- Review data provided by the National Team and resolve or understand any reconciliation issues. Ensuring that information submitted is accurate.
Data Quality
- Ensure appropriate data quality and information governance applies by design and at source to provide data quality and information governance assurance of PCA data processing
Other Information Analysis
- Deputise for the PCA Senior Data Analyst as and when required.
- Provide expert advice and support regarding the collection, reporting and interpretation of information across the Trusts and within the local health community.
- Provide a suite of reports, consistent with routine performance monitoring, that accurately describes cancer services for the PCA and its partners
- Carry out complex analysis of Trust data using a variety of analytical methods and tools and be able to convey complex situations and analysis to a wide-ranging audience.
- Advise on and seek provider assurance regarding the production of statutory and ad-hoc reports in accordance with Trust and national timescales and requirements and ensuring that National Guidelines are interpreted and applied consistently.
- Assess operationally necessary reporting, e.g. PTLs and dashboards, to ensure they are accurate and fit for purpose. Helping to ensure that Information Rules are correctly applied and consistent.
- Be expertly knowledgeable of relevant NHS data definitions and reporting requirements, and be able to interpret this guidance/national policy and assess local implementation when required. Using this information to support the Information Recording Steering Group and its equivalents when required.
- Work proactively with other Trusts staff to ensure that the reporting requirements of the clinical, administrative and managerial staff are met by conducting audits or surveys.
- Represent the PCA and Trusts at local and national information forums and relevant events and ensure feedback occurs to team and wider audience where necessary.
- Ensure that Personal Confidential Data and sensitive information is kept confidential at all times within the team and promote this requirement to the wider audience.
- Provide advice to the team on how to handle other information of a sensitive nature such as political sensitivity or where results are being published which focus on an individual’s performance.
- Collaborate in the developing and running of workshops so users of the information are confident and able to use the tools available and interpret the information appropriately.

Knowledge & Experience
Essential criteria
- Comprehensive/specialist proven knowledge working with in a large clinical information datasets, data manual, statutory reporting requirements and IT analytical and reporting systems..
- Significant demonstrable managerial experience.
- Comprehensive/specialist proven knowledge within a large clinical setting commissioning structures and the Payment By results regime.
- Working proven knowledge of hospital Patient Administration Systems, SQL Server (or other relevant vendor) & associated tools and Microsoft Office products.
- Proven knowledge of SQL (or eq.) and data extraction and transformation methodologies (e.g. HL7/FHIR).
- Working proven knowledge of analytical and reporting tools e.g. Python, R, SQL Server Reporting Services, PowerBI, Crystal Reports.
- Ability to analyse complex patient flows through hospital services and to produce models and information systems of a sufficient level to mirror these.
- With no formal qualification available for this specialist role, significant experience working within a large clinical setting Information at an Analyst level is the minimum required.
